MEASURE'S PURPOSE:

The purpose of HB 519/GA is to provide an increase in the death benefit payments for the eligible survivors of a volunteer firefighter killed in the line of duty on or after July 1, 1991.

PROVISION/MECHANICS:

HB 519/GA amends KRS 61.315 by deleting the clause relating to death benefits for volunteer firefighters as specified in KRS 61.316, and by providing a death benefit payment of $50,000 for the eligible survivors of a volunteer firefighter killed in the line of duty whose death occurs on or after July 1, 1991.

FISCAL EXPLANATION:

The fiscal impact of HB 519/GA is approximately $50,000 to $75,000 per year based on the following information. KRS 61.316 provides for a death benefit payment of $25,000 for volunteer firefighters killed in the line of duty. HB 519/GA deletes the clause relating to KRS 61.316 and provides for a death payment of $50,000. On average, two (2) to three (3) volunteer firefighters in Kentucky are killed in the line of duty each fiscal year. Therefore, the average fiscal impact would be the increase in the benefits ($25,000) times the number of volunteer firefighters killed in the line of duty (2 or 3), totaling between $50,000 and $75,000 per year.
