Mellow Parenting Programme 2017/18

Introduction

Mellow Parenting is a fourteen week programme designed to support families who are experiencing relationship problems with their children and have additional health and social care needs. Children will be aged up to four years.

When participating in the Mellow Parenting programme Mothers attend one day each week from 10.00am until 2.00pm and the child is cared for in a children’s group or crèche. Lunch is prepared and eaten together. The parent then returns to the group and the child to the crèche until programme finishes at 2.00pm

Programmes 2017/18

The SHSCT plan to run 3 Mellow Parenting programmes during17/18 as follows:

·  Craigavon area – commencing on Wednesday 13th September 2017 and finishing on Wednesday 20th December 2017, excluding Wednesday 1st November 2017.

·  Armagh area - commencing on Tuesday 7th November 2017 and finishing on Tuesday 27th February 2018, excluding Tuesday 26th December 2017, Tuesday 2nd January 2018 and Tuesday 13th February 2018.

·  Newry area - commencing Wednesday 17th January 2018 and finishing on Wednesday 9th May 2018, excluding Wednesday 14th February 2018, Wednesday 25th March 2018 and Wednesday 2nd May 2018.

Providers are eligible to apply for one, two or all three programmes. Please state clearly on your CD2 response form which area you are applying for. A separate CD2 should be completed for each area.

The SHSCT wishes to commission the provision of crèche facilities, training facilities and catering services - details below:

Key Requirements

Crèche Facilities

·  Ability to facilitate up to a maximum of 15 crèche places in a single group for children aged up to 4 years (1 day a week for 14 weeks from 10.00am until 2.00pm)

·  Crèche facilities must be registered with and approved by the Trust.

·  Staff working on this programme should be suitably qualified – leader and deputy leader qualified to a minimum of NVQ Level 3 in Childcare and at least 50% of other staff should be qualified to a minimum of NVQ level 2 in Childcare.

·  Staffing levels should meet the requirements for adult / child ratio for the various age groups.

·  All staff and volunteers should be fully vetted by Access NI.

·  Potential Providers should hold valid Public and Employers Liability Insurance

·  Crèche facilities should have had a Social Services inspection within the last year, meeting all Trust requirements.

·  The crèche facility should be tailored towards children in the 0 – 4 age bracket ie. safety, comfort , stimulating activities

·  The crèche will provide resources for child based activities eg. Toys, arts, crafts

Training Facilities

·  1 room for training purposes to accommodate 12 adults from 9.00am until 2.30pm, 1 day a week for a period of 14 weeks.

·  1 desk

·  Seating to accommodate 12 adults

·  1 TV / DVD player with usb point

·  1 Flipchart stand

Catering Services

(Required 1 day a week for 14 weeks)

·  Tea / coffee and scones for 12 adults

·  Mid morning snack for up to 15 children aged between 6 months and 4 years

·  Hot lunch for 12 adults and up to 15 children aged between 6 months and 4 years

Please note to ensure continuity for participants:

·  Crèche and training facilities need to be available in the same venue, one day per week between Monday and Thursday.

·  The facilities must be available on the same day each week for a period of 14 weeks.

·  Catering requirements will need to be flexible depending on the ages/needs of the children and must be provided on site.

Submission and Scoring

·  The Trust will not consider any application unless all key requirements have been met and evidenced in the submission.

·  The following scoring system will be used

Staffing levels meet minimum adult / child ratio
All staff have been Access NI checked
Valid Public and Employers Liability Insurance

Ability to provide necessary catering

·  The Trust has an affordability cap of £6K per programme. Quotations submitted in excess of this amount will not be considered.

·  The Trust will score quotations based on lowest price received, using lowest bid formula. Please complete the attached pro forma for your quotation.

Interested parties in a position to provide the above outlined requirements should make submissions including a full breakdown of costs (not exceeding £6000 per programme) and any supporting material which demonstrates their capacity to satisfy the requirements to:
