Introduction

David Miliband (Secretary of State for Environment, Food and Rural Affairs) has set out his belief that as a nation we are living beyond our environmental means. He said in his speech to the Local Government Association on 4 July 2006 that “if we are to meet environmental challenges, it will require the energy and innovation of local communities and citizens”.

This document aims to support local areas and Government Offices in making each LAA a vehicle for harnessing that energy. It sets out all the Defra outcomes in DCLG’s overarching framework and suggests potential additional outcomes in the form of ‘oven-ready ideas’, backing these up with extra information where it was thought to be helpful.

We have separated the suggested outcomes into LAA blocks for clarity, but – other than for mandatory outcomes – this should not be taken as a set approach. Defra outcomes are frequently cross-cutting, which means that they may be combined with other outcomes in a variety of ways.
