NEIGHBOURHOOD PLAN COMMITTEE MEETING

PARISH MEETING ROOMS

Tuesday, 15 March 2016– 7.30 P.M.

Present: Alan Youel (AY) Chairman; Sue Jerrams Coughtrey (SJC); Peter Fernie (PF);

Jez Jerome (JJ); Val Furniss (VF) and new member Tom Edwards (TE)

1.Apologies for absence: Nigel Wadlow, Neil Grant, Mike Donohogh, Craig Orrisand Alan Deary.

2. Approval of Minutes: These were accepted

3.Business Questionnaire –Results

This had been concluded and the survey closed. AY had emailed the analysis. There was some work to be done on the Businesses List as there had been some discrepancies with contact details. There had been a 28% response which was considered enough to work with. The Questionnaire would be published on the website alongside the Resident’s Questionnaire. (TE to be sent copies of both sets of results)

4. Version 5 Draft Plan – Review/Comments

The Draft Plan was discussed and some alterations were made. TE to research bus services in the village. It was decided that the showing the pictorial character of the village should be removed from the plan. JJ had an SNC map showing listed buildings and conservation areas. Future maps should also show green spaces, playing fields and play areas as well as schools and their grounds which should all be protected from future development. The idea being to identify areas that should not be developedrather than those that should/could be.

5.Chenderit Engagement – How and when to proceed with School Council. How best to ‘tailor what is delivered for students.

It was decided that a questionnaire would not be appropriate. The students should be given ownership of the project, while MCNP would gain opinions of the appearance of the village going forward. The School would need guidance on what MCNP wanted to achieve. Students could be asked to formulate a plan to improve traffic flow around the schools and to look at the pedestrian access to them.

JJ, NG and TE to arrange a meeting at Chenderit School after VF had found out the date of the School council meeting after the Easter Holiday.

6.Before we go out to referendum (hopefully, September 2016), it was agreed the Plan needs to appeal to all ages of both genders, pointing out that Middleton is a great place to live or work and visit. Therefore, the Plan being produced needs to convey this is an opportunity to shape the future (2036) but at the same time retain what is characteristic about Middleton. It was recognised that when produced it should be able to stand up to scrutiny. Consultation processes will need to detail Meetings, Questionnaires (households/youth/businesses) and website. Any issues raised during the consultation process will need to be documented. Aspirations/concerns relating to open space protection, avoiding major developments, affordable properties for younger people, parking, retail protection, employment, etc. will need to be addressed.

Time Line – JJ to produce V6 of Draft plan with map.

Mike Warren (SNC) to be asked to look at Draft Plan and map, to be returned by the end of September.

31 March first view of Plan/map. Late April agree Map. July submit Plan to SNC

TE suggested the policy should include mention ofself-build/custom build on serviced plots in the areas for development.
