Project Description

TheProjectwill be a demonstrationmodel which will be basedon anaction learning method.A number ofremoteIndigenouscommunitiesidentifiedfromamong the TerritoryGrowthTownswill be demonstrationsitesfor thissystematicand collaborative approach.Thedemonstrationmodelsand practiceswill be garnered from knowledge held bythe collaborative partners.They will also come from current researchandgood practice case studiesdeveloped aroundthe currentandnewmodelsofengagement with employmentservice delivery.Theseincludekeydocuments producedto inform the deliberationsof theAustralian GovernmentStanding Council onTertiary Education Skillsand Employment (SCOTESE).This is a two-year pilot Project.

The Project Co-ordinator will work to improve the transition, through training, into enterprise and employment for Indigenous people in regional and remote locations of the NT.

Key Responsibilities:

  1. Project management
  • Plan, develop and document the collaborative partnerships across organisations necessary to deliver culturally appropriate and effective wraparound services for the successful engagement of Indigenous clients through engagement into training and then into employment.
  • Explore, propose and trial a model of wrap-around service that can be implemented in the NT for at risk jobseekers, particularly Indigenous people. Propose systemic changes building on the wraparound service modalities:
  1. to improve VET delivery and engagement that support improved employment outcomes for these cohorts
  2. that include appropriate ‘foundation skill’ development that meets business and industry expectations
  3. which can be applied in other related settings
  4. that model effective linkages between Registered Training Organisations, Service providers, Centrelink, employers, job seekers and community peak bodies as appropriate
  • Drawintocommunity-based projectsallthe available Project funding andresources from otherfundingsources
  • Document and describehowthekeyelementsof themodel interactand support the outcomesof the projecti.e.theCommunity Engagement and Learning Framework (CELF) the Livelihoodscase management (LCM)approachand the Partnerships andemployment brokeragemodel (PEBM)

2. Communication

  • Overseethe activities ofthe PartnershipsManager.
  • Manage relationships with internal and external stake-holders.
  • Visit communities and implement targeted funding training initiatives that assist CDEP participants with their community development.
  • Co-ordinate and promote community support through regular follow-up meetings, effective communication and administration.
  1. Reporting
  • Assist the BIITE Group Manager Business Development Policy and Planning in the preparation and acquittal of budgets for each approved CDEP project.
  • Collect relevant information and submit monthly reports to the Group Manager Business Development, Policy and Planning.
  • Provide regular reports to Department of Business and Employment
  • Other duties as directed by the Group Manager Business Development Policy and Planning

Selection Criteria:

Essential:

  • Education, training and/ or relevant experience equivalent to a degree in a relevant discipline (Education; Social Sciences) in conjunction with at least 4 years practical experience and a sound knowledge of and a commitment to equal employment opportunity, especially as it relates to Aboriginal and Torres Strait employees.
  • Demonstrated ability to build relationships and communicate clearly (oral and written), negotiate and present in a strategic manner to community leaders, external stakeholders, job seekers and senior management of Batchelor Institute.
  • Demonstrated management and financial responsibility of projects including the achievement of outcomes and performance targets; demonstrated ability to research, facilitate and document an action learning approach; and demonstrated leadership, mentoring and supervision experience with the ability to work within a team.

Desirable:

  • Hold a current NT Driver’s licence (preferably LR or higher);
  • Possess or be able to obtain an Ochre Card.
  • Experience of relevant legislation regarding cultural matters
