KAYSINGER CONFERENCE

ARTICLE ONE - NAME

This association shall be known as the Kaysinger Conference.

ARTICLE TWO - OBJECT

The object of this association shall be to promote and regulate interscholastic activities, to foster good sportsmanship among representatives of the member schools, and to promote good will and a cooperative spirit.

ARTICLE THREE - MEMBERSHIP

I. The membership of the conference shall consist of K-12 schools which are members of the Missouri State High School Activities Association.

II. A school may be expelled from the conference by a unanimous vote of the remaining membership after a charge in writing has been filed with the conference secretary by a member school. A hearing on the charge may be requested before a vote to expel may be taken.

ARTICLE FOUR - EXECUTIVE COMMITTEE

I. The executive committee shall consist of the superintendents of the member schools. It shall be its duty to act as a governing body for all activities of the conference.

II. Voting on all conference matters shall be limited to members of the executive committee or a person designated by a member of the committee as his/her representative.

ARTICLE FIVE - MANNER OF SELECTING OFFICERS

I. The officers of this conference shall be: President and Treasurer.

II. The presiding officer of the conference shall be the superintendent of the conference school assuming the presidency based on the following rotation for a term of one year beginning in 2015-2016: Cole Camp, Green Ridge, La Monte, Lincoln, Northwest, Otterville* (provided they are a full voting member), Sacred Heart, Smithton, Stover, Tipton, Windsor.

III. The treasurer shall be the bookkeeper of the president’s school.

IV. The chairperson for each department participating in conference activities will be a faculty member of the conference president’s school unless otherwise determined by the executive committee.

ARTICLE SIX - DUTIES OF CONFERENCE OFFICERS

I. The President: The president shall call all meetings. He/She shall have the power to appoint all committees, will preside at all meetings, and shall keep a record of all meetings of the conference.

IV. The Treasurer: The treasurer shall keep a record of all finances of the conference and pay all conference bills. He/She shall be a purchasing agent for all plaques and medals for conference championships.

ARTICLE SEVEN - MEETINGS

I. The conference shall hold regular meetings during the year at times and places to be determined.

II. Departmental groups must hold their meetings prior to regularly scheduled meetings of the administrators. Decisions reached at departmental meetings shall be considered for final approval at the next administrators’ meeting.

III. The president shall have power to call a special meeting at any time. In an emergency, the president may call a special telephone conference meeting of member school administrators.

IV. A quorum shall be considered to be no less than a majority of the member schools.

V. An agenda shall be presented for each meeting. Only matters appearing on the agenda may be discussed. Any other matter must receive a simple majority approval of conference members before it may be discussed.

VI. The executive committee will decide the conference activities, and secondary principals will be responsible for the scheduling of the activities. The dates and locations for activities shall be decided at the August meeting. Any change must be approved by the conference president.

VII. Each department will present a detailed budget in writing to the executive committee for consideration and approval. The budget will be approved at the August meeting.

VIII . All bills shall be paid by the conference treasurer, if the bills are within the approved budgetary amounts, as they occur. All unused excess funds shall revert to the general fund at the end of the year.

IX. Admission prices to conference events shall be set annually by the executive committee at the August meeting. Beginning with the 2010-11 school year, issuance of conference passes will be determined annually based on budget projections. If issued,conference passes to conference events shall apply only to school board members, employees of each member school, and their spouses.

ARTICLE EIGHT - RATIFICATION

This constitution shall become effective upon approval by a majority of the member schools.

ARTICLE NINE - AMENDMENT OF CONSTITUTION

This constitution may be amended according to the following procedure:

(1) A proposed amendment is presented in writing to the president before a regular meeting. The proposal is discussed at that meeting.

(2) The proposed amendment may be acted upon at the next regularly scheduled meeting. A favorable vote of a majority of the member schools shall be required for passage.

ARTICLE TEN - BY-LAWS

I. By-laws may be amended by a majority vote of the member schools.

II. By-laws shall be attached to the constitution and classified, when appropriate, into the following categories:

A. Conference Professional Development Day

B. Academics

C. Athletics

III. All interscholastic activities shall be governed by the rules of the Missouri State High School Activities Association.

  1. The participation of at least fiveconference schools constitutes a conference activity.
  1. Conference Professional Development Day

A. Approval to host a conference-wide PD day will be determined annually by the executive committee based on feedback received from faculty participants.

B. The professional development chairs from each district will assist in planning the next conference-wide PD day. A preliminary planning meeting will be held in May to choose keynote speakers and determine breakout sessions/format.

C. A per staff person charge per school will be determined annually and assessed to offset the cost of the PD day. Expenses beyond that will be covered by the conference.

D. Faculty presenters and others presenting outside of their contracted employment requirements will be reimbursed $50.

E. The host school will be reimbursed the cost of the meal and custodial staff.

VI. Academics

Guidelines for awards will be presented to each department at the annual meeting each fall.

1. Awards will be given for the Junior High Art Day and High School Art Show and include:

--Trophies for 7 categories, 1 best of show, 1 school group (JH) and 1 people’s choice (HS);

--1st-4th place ribbons for categories

2. No awards will be given for the High School Art Day.

3. Each district provides their own display flat and any associated supplies needed for displaying student work at the conference art show during the conference basketball tournament.

4. Programs, if used for the conference High School Art Show, will be printed at the expense of the host school each year.

G. Elementary Math/Spelling Bee:

  1. Each district pays the Kaysinger Conference for the cost of shirts for each participant.
  2. Schools select two students each for math and spelling competition in each of grades 3, 4, 5, and 6.
  3. Each school will be responsible for furnishing adult volunteers to help give tests, spelling words, etc.

VIII. Athletics

A. General Provisions:

1. Locations are at the host school unless otherwise indicated. Personnel at the host school are responsible for organizing the event unless otherwise indicated.

2. Guidelines for awards will be presented to each department at the annual meeting in the fall.

3. Admission prices for all JH/HS conference tournaments shall be $3.00 adults and $2.00 students. Admission prices to regular football contests may not exceed $4.00 adults/$2.00 students. Admission prices toall otherregular conference sports activities may not exceed $3.00 adults/$2.00 students.

4. Schools hosting conference tournaments will be reimbursed from conference funds for costs of officials, gatekeepers, timers/clock keepers, trophies, game balls (if given to the winning teams), official score book and security for the final night if needed. All other expenses will be covered by the host school. Each host school is allowed 25% of the netprofit afterallowable expenses have been deducted. A detailed financial report of revenue and allowable expenses shall be submitted by the host school’s principal to the conference president for reimbursement. Schools may also pay officials of conference events out of the gate box before submitting the revenue/expenditures report to the conference. It should be noted on the report the total cost for officials and the date paid.

5. Stomping on bleachers and use of mechanical noisemakers are prohibited at all conference events.

6. The conference champion is determined by the best overall conference record, including ties, for volleyball, soccer, basketball and football. Baseball, softball and golf conference champions will be determined based on the winner of the conference tournament.

7. In the event the numbers of schools participating in a given conference sport fall below 10 in any given year the number of all conference and honorable mention selections awarded in that particular sport will be prorated based on the number of schools with teams participating.

1. In volleyball, each school will provide one linesman from its own school or community. Both linesmen can be furnished by the host school if notified.

2. Medals will be given to the 12varsity girls selected for the all-conference volleyball team. 10 honorable mention selections will receive conference certificates. These medals and certificates will be presented at the conclusion of the final girls game of the conference basketball tournament.

3. Trophies, purchased by the host school and paid out of the gate receipts, will be presented to the first place, second place, third place, and consolation place teams.

4. A traveling trophy will be presented to the team finishing first in the standing after regular conference play in varsity volleyball. If the trophy is won outright by the same team for three consecutive years, that team will retain permanent possession, and a like trophy will be purchased by the conference to replace it. The volleyball trophy will be presented at the conclusion of the last girls game of the conference basketball tournament.

C. Soccer:

1. Medals will be given to the *19 varsityplayers selected for the all-conference soccer team. ** Honorable mention selections will receive conference certificates. These medals and certificates will be presented at the conclusion of the final game of the conference basketball tournament.

* 2.75 per team.

**Total number of honorable mention selections will be equal to the number of schools participating each year.

2. Trophies, purchased by the host school and paid out of the gate receipts, will be presented to the first place, second place, third place, and consolation place teams.

3. A traveling trophy will be presented to the team finishing first in the standing after regular conference play in varsitysoccer. If the trophy is won outright by the same team for three consecutive years, that team will retain permanent possession, and a like trophy will be purchased by the conference to replace it. The soccer trophy will be presented at the conclusion of the last boys game of the conference basketball tournament.

E. Basketball:

1. Medals will be given to the 10 varsity girls selected for all conference basketball team. 10 honorable mention selections will receive conference certificates. These medals and certificates will be presented at the conclusion of the final girls game of the conference basketball tournament.

2. Medals will be given to the 10 varsity boys selected for all conference basketball team. 10honorable mention selections will receive conference certificates. These medals and certificates will be presented at the conclusion of the final girls game of the conference basketball tournament.

3. Trophies, purchased by the host school and paid out of the gate receipts, will be presented to the first place, second place, third place, and consolation place teams.

4. Traveling trophies will be presented to the team finishing first in the standing after regular conference play in varsityboys’ basketball and girls’ basketball. If any one of these trophies is won outright by the same team for three consecutive years, that team will retain permanent possession, and a like trophy will be purchased by the conference to replace it. The boys’ and girls’ basketball trophies will be presented at the conclusion of the last game of their respective conference basketball tournament.

F. Baseball/Softball:

Championship games for baseball are played at Liberty Park Stadium in Sedalia if available and at CentennialPark for softball.

1. Medals will be given to the *18boys selected for the all-conference baseball team. ** Honorable mention selections will receive conference certificates.

**Total number of honorable mention selections will be equal to the number of schools participating each year.

2. Medals will be given to the *18 girls selected for the all-conference softball team. Honorable mention selections will receive conference certificates.

3. Traveling trophies will be presented to the winners of the conference baseball and softball tournaments.

G. Golf:

2. The conference champion in golf will be determined at the Kaysinger conference golf tournament. A medal shall be given to the player winning the conference tournament.

*1.25 per team.

**Total number of honorable mention selections will be equal to the number of schools participating each year.

3. The host school each year is in charge of making all arrangements for the event, will order and present awards, preside over the all conference selections, etc.

H. Kaysinger Academic All-ConferenceSelection:

1. Studentathletes will be required to attain a minimum 3.5 GPA for the semester during which the sport takes place, as determined by the studentathletes’ school.

a. Volleyball, Soccer Football – 1st semester grades

b. Basketball & Cheerleading – 2nd & 3rd quarter grades averaged together

c. Baseball, Softball & Boys Golf – 2nd semester grades

  1. Studentathletes must earn a varsity letter in the sport as indicated by their school.
  1. Each school must submit its list of academic all-conference studentathletes to the school compiling the conference list within two weeks after the appropriate grades are turned in to the school’s office.
  1. The school designated to compile the list of students will also take care of providing local newspapers and radio stations with the information.
  1. The conference will recognize each student with a certificate.
