POSITION DESCRIPTION

Name :

Position Title : Senior Database and Monitoring Officer

Reports to : Senior Manager – Monitoring & Evaluation

I Major Functions: The Senior Database and Monitoring Officer will be responsible for overall implementation of monitoring framework and activities of WWF Nepal’s programs and projects in close coordination with the units and field offices of WWF Nepal. S/he will also be responsible for supervising (creating, updating, maintaining and dissemination) the programmatic database of WWF Nepal. S/he will coordinate with government and other key partners in strengthening the monitoring and evaluation activities of WWF Nepal. This position requires frequent travel to the project areas.

II Major Duties and Responsibilities:

1.  Designing:

·  Design and revise monitoring and evaluation framework for WWF Nepal

·  Develop and update logical frameworks, monitoring plans and adaptive management schedules for projects of WWF Nepal in close coordination with relevant units

·  Develop formats, checklists for monitoring reports, activity monitoring and participatory monitoring

2.  Review and Monitoring:

·  Conduct regular monitoring and evaluation of the WWF Nepal’s projects and programs as per the adaptive management cycle

·  Supervise and support database establishment and management according to the monitoring plan

·  Supervise and support the aggregation, analysis and dissemination of programmatic data obtained from field monitoring to help in assessing the conservation impacts of WWF Nepal’s programmatic activities

·  Communicate regularly with the donors to update on the monitoring activities and results of monitoring

·  Conduct the half yearly and annual review (PEC) with key government partners

·  Conduct the half yearly, third quarterly and annual review of the units in the organization

·  Carry out joint monitoring with the government line agencies in coordination with relevant units and field offices

3.  Reporting and Compliance:

·  Ensure timely update of the technical progress reports from the units following the network format

·  Compilation of technical progress reports for Worldwide Over View (WWOV) and make it accessible through intranet

·  Ensure WWF Nepal Program’s activities contribute to the Global, Ecoregion, Landscape and Project/Program level targets and milestones and report to the network accordingly

·  Ensure that all projects and programs of WWF Nepal following the PPMS standards (Project/Programme Management Standards -recommended by the WWF Network) at all stages of project cycle management

·  Ensure timely reporting of monitoring activities to major donor and project

4.  Database Management:

·  Create, maintain and disseminate programmatic database according to the requirement of the M & E plans

·  Synthesize and analyze monitoring data from field projects to measure WWF Nepal’s progress, contribution and impacts against the various Global, Eco-region, Landscape, Program/Project targets and milestones.

·  Ensure timely compilation and update of project technical progress report for WWF Nepal in the WWF intranet (Connect)

·  Coordinate with WWF network and all unit /field offices of WWF Nepal on organizational lesson learning processes through the project and program monitoring processes

·  Support knowledge management and learning in the organization (archiving, documentation etc.)

5.  Capacity Building:

·  Train the program and project staff through workshops on monitoring and lesson learning processes

·  Design and conduct sessions on the concepts and practices of monitoring in WWF Nepal

6.  Coordination:

·  Coordinates with government line agencies for effective implementation of program/project monitoring framework of WWF Nepal’s projects

·  Coordinate with the WWF network Monitoring teams to strengthen the monitoring work of WWF Nepal Program

·  Coordinate with other development agencies, INGOs, NGOs, projects to learn from their experiences of monitoring and impacts.

·  Represent WWF Nepal Program in all relevant meetings and interaction whenever required or appropriate.

·  Support for Project Executive Committee meetings and Program Coordination Committee meetings as required

7.  Field Monitoring

·  Visit Field Project Offices and Project sites

·  Coordinate and participate in joint field monitoring visits of WWF and Government partners

8.  Other Duties:

Any other duties in relation to above as assigned by the supervisor

III.  Supervisory Responsibility: Direct/Indirect supervision of Monitoring and Evaluation Associate/Assistant in the field offices, Consultants and Interns.

IV. Working Relationships:

1.  Internal: Interacts frequently with Conservation Program Director, Coordinators/Managers, Program Officers, Project Managers, Consultants, students and researchers.

2.  External: Interacts frequently with government departments/agencies, conservation officials in the country, development agencies, NGOs, INGOs, WWF network.

V. Minimum Work Requirements:

1.  Knowledge: Masters in Natural Resource Management, Wildlife Ecology, Environment or Natural Science related field.

2.  Experience: At least 5 years of field experience in the implementation and management of natural resource management projects. It is essential that the individual is technically proficient and qualified in the field of monitoring and evaluation.

3.  Skills and Abilities: Strong analytical and excellent communication skills that include report writing, presenting the monitoring results, and making presentations. The position requires knowledge of data storage and analysis, software packages like MS Word, MS Excel, MS Access and MS Power Point. The knowledge on SPSS would be an advantage. An added advantage will also be excellent communication skills both written and spoken in Nepali and English and the ability to work under pressure situation especially in terms of output deliveries on deadlines.
