President Sutton called the meeting to order at 6:00 p.m. and led the group
in the Pledge of Allegiance after explaining the emergency procedure.
Mrs. Sutton welcomed everyone and said it was nice to have so many in
attendance and stated that the first item on the agenda for the evening was recognition
of Mrs. Melissa Proudfoot and her team teachers. She then asked Superintendent
DioGuardi to proceed with the recognitions. He asked Elementary Principal, Mrs. Flint
to explain a little about the award. Mrs. Proudfoot was nominated and
chosen as the Golden Apple WETM TV Award winner and is to be recognized
throughout the week of October 24-November 4th, 2011. She is a Pre-K teacher and
was nominated by a parent, Mrs. Jessica Clark, for going above and beyond for all
her students. Mrs. Ellen Eckstein, Mrs. Ashlie Flint, Mrs. Barbara Arnold and Mrs.
Julie Smith, who work with Mrs. Proudfoot in the CPSE classroom were also
recognized. Mrs. Proudfoot was recognized on the local channel 18 News on
Tuesday. Each received a recognition certificate and a school logo coffee mug.
Mrs. Robin Kerwan, Student Council Advisor, and Janelle Stewart,
President of the club distributed cups with candies in them to the Board for School
Board appreciation week. Miss Stewartgave a report on the Student Council activities
also. President Sutton thanked them for their gifts and then the Teacher’s Association
also presented the Board with a gift as well and stated their appreciation for all that
the Board does for the school, students and community.
President Sutton then stated that an Executive Session needed to be added
to the agenda, after #11.3 to discuss matters of particular persons but no action would
be taken. A motion was made by Trustee Stuart and seconded by Trustee Knapp to
approve the agenda as amended. Motion approved.

Superintendent DioGuardi then reviewed the following
correspondence: invitation to the GST BOCES School Boards Association
Fall dinner meeting November 15, 2011 with Dr. Rick Timbs, Executive
Director of the Statewide School Finance Consortium, who is advocating
for equity in State Aid; copy of information regarding understanding
New York’s property tax levy cap; Rural School Association newsletter.
Mr. DioGuardi then introduced the district External Auditor, Mr.
Tom Zuber, from the firm of Ray Wager, CPA. Mr. Zuber reviewed the
audit just completed which ended June 30, 2011. He explained that the
district had cash receipts collected and not deposited to the bank in a timely
manner and the only other was reference to the GASB #45 and the money
set aside for this should be reported back in the General Fund and trans-
ferred into a reserve. He stated that these are uncertain times and not sure
how the tax cap put into place will work and also said that retirement
costs are going up and reserves will be utilized. He noted that the
items from last year’s recommendations had been taken care of to their
satisfaction. He told the Board that we did not have any weaknesses.
Mr. DioGuardi and President Sutton thanked him for his report.
Trustee Peoples added that our Reserves were in good shape at
this point which is definitely nice taking the current State Aid situation.
He and Mr. DioGuardi both agreed that Mr. Zuber is a good resource to have
for looking at our finances as well as other pertinent updated information
coming down from the State.
During the Public Forum, President Sutton recognized Mr. Jeffrey
Padgett, who asked if the district would be having any more late busses in
the future. Superintendent DioGuardi answered the question by stating that
unfortunately the late busses were a victim of budget cuts, but would be
looked at again when working with the budget for next year but could
and would not make any promises other than that.
Superintendent DioGuardi then updated the Board on the project
status noting that in the Board packet was a general update from the Facilities
Director, Kevin Rice, not only on the project but other maintenance items
as well. He did highlight a few of the items noting that the roof at 14 South
Street is complete and the ADA restroom renovations are about 40% complete
and the fire alarm system is now installed at the location as well; the new
domestic hot water boiler system at Tuscarora is working well as well as the
high school boilers being complete and working there also; the pool at the
high school is also closed at this time due to a problem of chemical balance,
etc.

Motion by Trustee Stuart, seconded by Trustee Knapp. The Board of Education of the Addison Central School District, upon the recommendation of the Superintendent of Schools, does adopt the proposed Budget Development Calendar for the 2012-2013 fiscal year operating budget, in accordance with the rules and regulations of the Board.

Motion by Trustee Knapp, seconded by Trustee Crane. The Board of Education of the Addison Central School District, upon the recommendation of the Superintendent of Schools, does accept the 2010-2011 school year External Audit Report, in accordance with the rules and regulations of the Board.

President Sutton asked the Board to take a 5 minute recess at 7:00 p.m. before going to Executive Session.
The Board was returned to Regular Session at 7:40 p.m. and there being no further business, a motion was made by Trustee Crane and seconded by Trustee Terwilliger to adjourn. Motion carried.
