The meeting started at 1:02 pm.

The minutes of January 15, 2014 were approved.

Reserved Parking Stalls for Events

Deborah Aitken is a part-time instructor in the Fine Arts Division. She feels that students are rude by blocking roadways while being dropped off and picked up, parking and waiting in staff stalls, as well as being disruptive in the hallways and on campus. She has noticed that most red reserved stalls, carpool spots, and disabled stalls are not being used and wondered if those could be available for staff parking. She feels that part-time instructors are not being thought of and they often have a difficult time finding close parking because of the hours they work. It is difficult to find parking in the mornings until late afternoon. Reserving close parking stalls for special events also makes it unfair and she suggested reserving stalls for events in the parking structure.

Deborah suggested that an arm gate with a card pass be set up at the staff parking lots to keep people from abusing the staff lots. She feels that this will help the police department concentrate on policing the students on campus and in the hallways rather than policing the parking situation.

The committee will have Facilities address the gate arm, possibly at the next meeting.

If instructors or staff have problems with students being rude and disruptive, call the police to handle it.

The stalls for carpool and the disabled are mandated by the government whether used or not. They need to be available for its intended purposes only.

There are roughly 55-60 red reserved managers’ stalls. They may seem empty at times because some managers are going back and forth from ECC to the Compton Center campus. Some managers expect that their stall be available at all times because they pay for it.

For the events on campus, reserved parking in staff is limited to a small number of stalls, otherwise they are told to park in the structure. The main yearly events that have reserved parking are the Foundation Awards, Scholarship Awards and Retirement Dinner. It was suggested that this issue be further discussed at the next meeting when someone from Foundation can be represented as well as Tom Brown from Facilities.

Electronic Parking Passes

Donna suggested that parking passes be available by email on a template. This would cut out the time and work of processing and mailing paper requests. In her case, she would only need them for purposes such as interviews and honorees. Erick had informed Donna that electronic parking passes do exist but are only given out on a case by case basis. The problem is that electronic passes can easily be misused. Some departments currently are misusing our current passes, allowing students to park in staff.

Management Parking Permits

The accounting department wanted the committee’s opinion as to what to do with the payments for the red manager’s stalls. Managers currently have the option of paying the full $100 or by payroll deductions spread out over ten months. The problem is that some managers have left or resigned before the full amount has been collected over the ten months. On the reverse side, do managers who leave the college before the year is up get a refund? The committee suggested that it be left the way it is and take the loss as well as not giving a refund and the effort and time to collect or refund is not worth it.

Roundtable

Patricia Gebert – For handicapped parking, how do you know the person driving is allowed to park in the stall? The cadets do a routine check of the handicapped stalls and they check the registration and placard. The cadets also check and verify that if the placard belongs to the passenger, that the passenger is disabled and on campus. There were four hundred cases of disabled placards being misused on campus last year.
