Functional Job Description
Project Engineer
General
Project engineers are responsible for leading and controlling project execution for the purpose of meeting client and company goals and objectives. As such, the project engineer is accountable for the overall technical success of the job, gauged against the goals and expectations of the client, company and human resources employed. The project engineer must be detail oriented, and possess the necessary written and communication skills to handle the day to day technical aspects of the project. Project engineers will be required to comfortably serve as the central point of contact on-site for project personnel, USA managers, clients, subcontractors, and engineers.
Project Related Responsibilities
· Manages project execution plans and revises as appropriate to meet changing needs and requirements.
· Works with the Project Manager to identify resources needed and assigns individual responsibilities.
· Manages day-to-day technical aspects of a project and scope. Works with USA field crew to ensure activities are understood and completed per the construction plans and specifications.
· Takes the lead role in procurement and quality control/quality assurance (QA/QC) of materials used in the construction process.
· Reviews deliverables before passing them on to the Project Manager for submittal to the client.
· Effectively applies company policy and procedures and enforces compliance with technical project standards.
· Understands and is responsible for compliance with project safety, hazard identification, and task risk assessments for the defined scope of work.
· Possesses the ability to read and understand construction drawings and technical specifications, complete take-offs, produce submittals, and develop Request for Information (RFI’s) in a timely manner.
· Minimizes company exposure and risk on project.
· Ensures project documents are complete, current, and stored appropriately.
· Tracks and reports resource utilization on a weekly basis.
· Works with the Project Manager to help with overall project budget.
· Determines appropriate revenue recognition based on percent complete of the overall project for both direct labor and subcontractors.

Risk Management
· Reviews and understands overall risk profile for the project as it relates to the project execution plan.
· Reviews change orders to ensure that no additional risk is added to the project. Any significant additional risk component (cost or schedule) is to be brought to the attention of the Project Manager for disposition.
· Reviews technical performance of subcontractors to ensure that their performance is in line with overall expectations. Most projects will require a certain portion of the work utilize 3rd parties, and the risk to complete their portion as it relates to the overall project execution for cost and schedule needs to be continually monitored.
Financial Management
· Works with the Project Manager to understand basic revenue models, PL, and cost-to-completion projections.
· Understands the company’s pricing model and billing procedures.
· Works with the Project Manager to accurately forecast revenue, profitability, margins, bill rates and utilization.
· Assures project legal documents are completed and signed at the direction of the Project Manager.
Communication
· Assists the Project Manager in facilitating project team and client meetings effectively.
· Holds regular technical status meetings with the combined project team.
· Effectively communicates relevant project information to superiors, especially as it relates to changes in cost/schedule projections.
· Delivers informative, well-organized presentations.
· Resolves and/or escalates issues in a timely fashion.
· Understands how to communicate difficult/sensitive information tactfully.
Technical Understanding
· Possesses an overall understanding in all technical areas of the project.
· Possesses a thorough understanding of the company’s technical capabilities.
· Maintains awareness of new technologies, techniques and know how and the potential application on the customer’s project.

Required Skills
· Bachelor of Science in Civil Engineering (preferred)
· 0 to 3 years working experience
· Possesses competent computer skills particularly in Word and Excel. Willingness to learn project management software tools such as Microsoft Project, Prolog, WinEst, Primavera, etc.
· Willingness to accept field assignments away from USA headquarters
· Passion for construction component of the engineering market
