Title : KC cargo screening in pre-packed unit

Background :

Security screening of known consignor cargo in pre-packed unit for the purpose of RAR QAP. RA has following option to screen KC cargo for the purpose of RAR QAP.

  1. Delivery to CTO as normal bulk cargo
  2. Delivery to CTO in prepacked unit and CTO would perform break/screen/build on behalf of the RA
  3. Delivery to CTO in prepacked unit and CTO provide facility for RA to break/screen/build (AAT only)
  4. Delivery “ prepacked unit in loose ” and CTO process it as normal bulk cargo.

For the purpose of option 4, CLG has reached agreement with HAFFA on following volumetric weight equivalent of commonly used ULD which is based on the internal volume of the ULD type and A 15 percent wastage factor.

LD9 (96N)volume 343 CU FT or 9.71 MC

Q6volume 510 CU FT or 14.44 MC

Q7volume 603 CU FT or 17.08 MC

With this agreement the RA can deliver “ prepacked unit in loose ” and allow CTO to screen the KC cargo without breaking down the unit. This will overcome the issue of liability or lack of facility per option 2 and 3. The shipment is still rated as bup.

Handling procedures :

  1. Cargo agent will inform the airline and CTO prior the delivery of prepacked unit in the form of loose cargo for the purpose of screening of KC cargo.
  2. Cargo agent will show the total volume in MAWB.
  3. Airline will match the total volume declared in the MAWB and volume measured/ recorded in RCL by CTO.
  4. Cargo agent will insert a statement in the MAWB to identify the shipment which is delivered in loose for the purpose of screening of KC cargo but apply BUP rate.
  5. The affected MAWB will apply normal TC instead of prepacked TC.
  6. Cargo agent will settle the security charge direct with the CTO.
  7. The calculation of TC and security charge is based on the entire unit. In short RA cannot select individual house shipment to be screened but it has to screen all shipments in the “loaded” unit.
