Minutes of the Parish Council Meetingheld on Tuesday 29th March 2011

in the Parish Room, St. Remigius Church

Present: Paul Curson (Chair), David Goldson (District Councillor) (Vice-Chair), John Taylor,

Andrew Daniels, Elizabeth Taylor,David Bartrum, Pam Murton, Jenny Chamberlin (County Councillor), Katrina Burrows (Clerk) and 6 residents.

Cllr. Paul Curson informed the meeting that Mr. Gerald Canfer had resigned from the Parish Council

1.Apologies FOR ABSENCE– None received

2.Declarations of Interest- David Goldson (15. Planning)

3.RESIDENTS FORUM

3.1A resident thanked Cllr. David Bartrum for clearing the pavement between The Close and the church.

3.2Three refrigerators, a number of electrical boxes and various other articles have beendumped in a ditch on Brewers Green. This has already been reported to SNDC.

3.3Dissatisfaction was expressed with the result of the potholes that have been filled.Concern was expressed at the quality of workmanship.

3.4A pothole was reported at Tudor Avenue/A1066 opposite Grove farm. Action: Clerk to contact NCC.

4.APPROVAL OF MINUTES – the minutes of the meeting held on 22nd February 2011 were approved and signed

5.MATTERS ARISING from Minutes of 22nd February 2011

5.1Damage to the re-routed footpath across Longmeadow Green has been reported to SNDC.

5.2Fly tipping at the recycling centre and Brewers Green have been reported to SNDC.

5.3The dog waste bin located at Swamp Lane/Frere Corner that is leaning at an angle. Paul Curson agreed to investigate.This was found to be in a stable condition and needed no attention.

5.4The condition of Swamp Lane was reported to NCC Highways.

5.5The pinch points along the A1066 that had become very dirty and no longer reflect were cleaned by Cllr. David Bartrum.

5.6Several potholes around the village that are still outstanding have been reported to NCC Highways.

5.7The muddy pavement between The Close and the church has been reported again to NCC Highways. This has since been cleaned by Cllr. David Bartrum.

5.8The collapsed hedge that borders Diss Town Football Club and Factory Lane was reported to NCC Highways.

5.9A dead elm tree that is causing a hazard on Factory Lane on land owned by the Quaker Church. John Taylor reported that he had spoken to the tenant of The Pheasantry to attend to the tree.

5.10The issue of speeding cars doing the school run on narrow roads leading to Roydon Primary School was reported to PCSO Alison Young.

6.MONTHLY INCOME & EXPENDITURE REPORT

6.1The financial report forFebruary 2011 was reviewed and approved.

9.HIGHWAYS

9.1An email received from Gary Overland was read by the clerk. He thanked David Bartrum for cleaning the hazard markers along High Road; the highways department normally cleans signs etc in April/May each year. He will inspect the verge erosion at Manor Road and advise what can be done. Potholes on Swamp Lane will be programmed once the Lane has been swept by SNDC. He added that he hoped all patching repairs would be completed by the end of March.

9.2A letter and photographs received from a resident of Tottington Lane was circulated. The photographs showed the poor drainage and mud on the Lane. County Councillor Jenny Chamberlin agreed to pass the letter on to NCC Highways.

9.3A recent accident on Snow Street involving a vehicle from Bressingham Engineering raised the topic of vehicle weight restrictions; it is considered that Snow Street is not a suitable route for heavy vehicles. Action: Clerk to contact NCC Highways.

10.STREET LIGHTS

10.1E.On has informed the Parish Council that the current fixed ratefor unmetered supply for street lighting has come to an end and as of 01.04.11 the new rate will rise by almost 50%. The clerk informed the meeting that she had looked into another fixed tariff but as this was offered at 12p per kWh it was decided to stay on the current tariff.

E.On has asked for an inventory of the parish owned street lights. Action: Clerk to organise an inventory.

10.2The existing street light maintenance agreement will be ending in July. Action: Clerk to organise three quotes for the council to chose the contractor.

11. ALLOTMENTS

11.1 Mr. Johnson’s request to retain part of allotment plot 4 west where his greenhouse is situated was refused and his eviction stands. Action: Paul Curson to write to Mr. Johnson.

11.2An allotment tenant enquired if more water tanks could be installed. Action: Clerk to add this item to the April agenda.

12. MAINTENANCE ISSUES Hedges/Verges/Footpaths/Signs etc – Nothing to report

13. POLICE MATTERS– An email received from PCSO Alison Young in response to the Councils concern regarding speeding cars doing the school run. Alison will contact the school and ask for an article to be included in the schools news letter. She has also made the Roads Policing Team aware and asked them to give the area their attention.

14. BREWERS GREEN/ROYDON FEN

14.1The Clerk informed the meeting that she had received a phone call from Tony Preston responding to the Council’s enquiry regarding seating at Brewers Green. Mr. Preston would be happy to build the seats, but sourcing the wood may be a problem. He asked for assistance in siting and installing the seats. District Councillor Goldson advised that costs of wood and labour would be required prior to applying for a grant; grants are not paid out retrospectively.

14.2A letter received from Robin Chew SNDC Commons & Assets Officer enquiring if the Parish Council is still interested in taking over formal responsibility for the management of Brewers Green. Action: Clerk to write to SNDC advising that we are interested but that SNDC would retain the responsibility for Traveller incursions.
