  1. APPROVAL OF MINUTES

Minutes from the May 30, 2018 meeting and the June 12, 2018 meeting are enclosed for the Commission’s review. If the Commission concurs, a MOTION to approve is in order.

  1. APPROVAL OF BILLS
  1. June 12, 2018 expenditures in the amount of $115,022.07are enclosed for the Commission’s review. If the Commission concurs, a MOTION to approve is in order.
  2. June Expenditures – Enclosed in your packets is a listing of June expenditures in the amount of $1,919,842.11. If the Commission concurs, a MOTION to approve is in order.
  3. Change Order #2 – Enclosed in your packets is Change Order #2 for the Well #5 & #6 Improvement Project, in the amount of $13,582.00. Staff recommends approval. If the Commission concurs, a MOTION to approve Change Order #2 for the Well #5 & #6 Improvement Project is in order.

  1. 2018 Complete Streets Update - Public Works Director Dave Perrymanwill provide a verbal update on the project.
  1. ORDINANCES AND RESOLUTIONS
  1. Resolution 2018-07 – Enclosed in your packets is Resolution 2018-07, A Resolution Declaring the City’s Intent To Not Purchase Tax Forfeited Property For An Authorized Public Use. The property at 12 East Minnesota Avenue, commonly referred to as the “Kail Building”, has recently gone into forfeiture status. According to State Statute, the City must either approve the parcel for sale, or request a sale or conveyance of the parcel to the City. If the Commission desires to approve the parcel for sale at public auction or auction to adjacent owners, a MOTION to approve Resolution 2018-07 is in order.
  1. UNFINISHED BUSINESS
  1. Local Sales & Use Tax – The Commission should be prepared to continue discussion on the implementation of a local sales and use tax. Staff has been in contact with the MN Department of Revenue and has been told that lodging establishments ARE NOT exempt from the local sales and use tax. The estimated amount of revenue does not include lodging taxes, as that is administered directly by the City, and all proceeds are received by the City.
  1. NEW BUSINESS
  1. 2018 Election Judges – Enclosed in your packets is a listing of 2018 Election Judges. If the Commission concurs, a MOTION to approve the 2018 Election Judges is in order.
  2. 2018 Election Filing Period – The terms of Mayor Formo, Commissioner Haynes and Commissioner Martin are expiring 12/31/18. The first day to file an Affidavit of Candidacy is July 31, 2018 and the last day to file is August 14, 2018, no later than 5:00 PM.
  3. Short Term Rental Ordinance – Enclosed in your packets are two sample Ordinances and a staff report from Hometown Planning. The Commission should review the sample Ordinances, be prepared to consider possible methods for monitoring and regulating short term rentals, and direct staff on how they should proceed.
