SHORT TERM PERCENTAGE TENDER NOTIFICATION

(THROUGH MANUAL CUM ELECTRONIC TENDER SYSTEM)

In view of non response to the tender notification No. 2238 Dt: 28.02.2008 from any of the contractors and to give an effect for the second call, Sealed percentage tenders in “Two cover system” through manual (conventional) and Electronic (E-tender) system in prescribed form in duplicate are invited by the undersigned on behalf of the Governor of Karnataka, from the eligible class of contractors registered with KPWD/KNNL for the work as mentioned in the statement below. Tenders may be applied through E-tendering or manual system. While applying for tender, the contractor shall invariably mention in his application whether he wants to submit the tender manually or through E-tendering.

Terms and conditions

1. The cost of tender booklets per set including taxes and surcharge is indicated against work and is (Non-refundable) in any case. This shall be in the form of crossed demand draft drawn in favour of “Karnataka Neeravari Nigam Ltd”., Payable at Gulbarga and should be attached with applications.

2.  For manual Tendering: The aspiring contractors may submit their application for blank tender documents, receive blank tender documents and submit the sealed tenders at any of the two offices mentioned above on the notified dates.

3.  The contractor can obtain tender documents from website, fill them and submit the completed tender documents into Electronics tender box on the website itself. The EMD shall be scanned and attached to the e-tender documents and original EMD shall be submitted on 07.01.2009. at the Office of the under signed during office hours.

The cost of blank tender booklets per set including taxes and surcharges is as indicated against respective works and is non refundable in any case, and shall be in the form of crossed Demand Draft drawn in favour of “Karnataka Neeravari Nigam Ltd”, Payable at Gulbarga, attached with the application. The contractors should mention in their application the place from where they wish to receive the tender documents. Otherwish tender documents will be issued and received at the place where the tenderer has submitted the application.

EMD should be in the form of DD or Bank Guarantee of a Nationalised or Scheduled Bank drawn in favour of “Karnataka Neeravari Nigam, Ltd”, Payable at Gulbarga. Tenders received without EMD will be rejected.

The Contractor is required to satisfy the qualification criteria as mentioned below for award of contract coming under two cover system:-

I.  The bidder shall have achieved in atleast one financial years, a minimum annual financial turnover (Defined as billing for civil works in progress and completed) of 80% amount put to tender for in any one of year during the last five years (i.e. 2003-04 to 2007-08).

II.  The bidder should have executed at least one single work of similar type costing not less than 80% of amount put to tender for each work in any one of the year during the last five years (i.e 2003-04 to 2007-08).

III.  Each tenderer should demonstrate for having owned or leased the following machineries required for the work and submit evidence towards ownership or lease as follows:-

The contractor shall ensure that all the attested copies of certificates and documents as indicated in the Technical Bid / Tender Booklets duly, signed by the respective competent authorities are enclosed to the Technical Bid submitted manually OR same shall be scanned and submitted as enclosure attached to the Technical Bid submitted for e-tendering. However, the original documents shall be produced at the time of opening of Technical Bid for the works of two cover system.

The Technical Bids of the contractors enrolled under category I, II and III in the selected list of KNNL will be treated as technically responsive, for which contractor has to enclose the reference to this effect.

Note:-

1.  The Officer competent to accept the tender reserves the right of rejecting all or any of the tenders without assigning any reasons. If the quoted percentage is below 75% of the estimated amount, the successful bidder should produce an Additional Performance Bank Guarantee for the difference amount between of quoted amount and 75% of recasted estimated amount before executing agreement.

2.  The following certificates shall be scanned and attached to e-tender document.

a)Contractors registration certificate with K,P.W.D.

For manual tendering, the attested copies of above documents should be enclosed to the tender.

3.  All the above original certificates shall be produced at the time of opening of tenders for verification.

4.  Any documents submitted through post/courier is at the risk of contractor ie.,KNNL is not responsible for post delay.

5.  The contractor should attach his/her scanned signature to the Schedule-B before submitting to e-tendering document.

6.  If any of the dates mentioned above happens to be a general holiday, the next working day holds good.

9.  conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

10.  Corrigendum will be published in the web site for all modification/corrections if any.

11.  The tendering contractors should note that, if any of the lands either in part/parts or in whole required for the work is not yet acquired by the Nigam, it shall be the responsibility of the contractor to take possession of such land and start the work by consent of the owners before commencement of work at not extra cost to the Nigam and no claims whatsoever relating to non-availability of land would be entertained.

12.  The contractor who have executed tender works under KNNL, should invariably submit the performance certificate obtained from respective, Executive Engineer towards satisfactorily completed of their work along with their tender. The tenders received without performance certificates will be treated on non responsive and will be rejected during evaluation.

13.  The cost of works of hand in KNNL, with the contractor should not exceed Rs.20.00 Crores(Rupees twenty crores only) excluding cost of any major works like Dam, Barrage, Lift Irrigation Gates etc.,

14.  The validity period for EMD shall be for a minimum period of 180 days from the date of opening of tenders.

PRE - QUALIFICATION CUM TENDER NOTIFICATION – 04/08-09 dated: 6-12-08

( THROUGH MANUAL CUM E – TENDERING SYSTEM)

Manual (conventional ) and Electronic tenders on TURNKEY BASIS are invited by the Executive Engineer, KNNL, No.4 BRLBC Division, Bhadravathi, Shimoga Dist on behalf of the Governor of Karnataka from Class-1 KPWD Registered Contractors who satisfy the Pre-qualification conditions for taking up the BAKRIHALLA – KADAHINABYLU LIFT IRRIGATION SCHEME in N.R. Pura Taluk of Chickamagalur District of Karnataka State.

The tenders are invited through manual tender and e-tendering in order to enhance the transparency in tendering process. The blank tender document can be obtained through web site www.waterresources.kar.in and by linking to e-tender (i.e.once you are in the above web site, click on e-tender which will link to www.tenderwizard.com/wrdo where electronic tendering system is provided and can be submitted through electronic tender box available therein. OR in case of manual tendering the blank tender documents can be purchased and completed documents may be submitted in the Office of the Executive Engineer, KNNL, No.4 BRLBC Division, Bhadravathi, Shimoga District.

I.  PRE – QUALIFICATION CONDITIONS:

The Bidders who intended to get pre-qualified for taking up the above lift irrigation work should submit the details mentioned below along with requisition for blank tender.

Documents. WHILE APPLYING FOR TENDER DOCUMENTS THE CONTRACTOR SHALL INVARIABLY MENTION IN THER APPLICATION WHETHER THEY WANT TO SUBMIT THEIR TENDER BY MANUAL OF BY E. TENDER. The blank tender documents will be issued to those contractors who meet the pre-qualification criteria.

1.  The Certificate of registration.

2.  The Contractors should furnish name of the individual / firm with address and Telephone No. with place of registration, year of incorporation etc.,

3.  The application made by the firm / company, shall be sighed by a person holding the power of attorney, in which case a copy of power of attorney shall be submitted.

4.  The bidders should have annual financial turn over not less than the Amount put to tender in any one last five financial years.

5.  The intending bidders should have satisfactorily completed at least one similar type of work costing not less than 50% of the amount put to tender like Lift Irrigation, water supply projects involving lift components from surface source of water, jack well/rising main/pumping machinery on turnkey basis including design, execution, operation and maintenance. (Certificates should be obtained from the officer not below the rank of Executive Engineer).

6.  Latest copy of sale tax clearance certificate.

7.  The intending Bidder should furnish list of man power available with them for taking; up the work.
