A. RESOLUTIONS:

#15. Enter into an agreement with City of Vermilion with Brite Computers as “Track Star Upgrade project” cost sharing agreement to receive 911 services and will reimburse county 25% of equipment and recurring maintenance costs for 3 years within a 90 day cancellation clause

#16. Approving payment from Victims of Domestic Violence Fund to Lorain County Safe Harbor, Inc., (DBA Genesis House) for the amount of $28,867.39 as collected by Lorain County, for the period July 1, 2016 through December 31, 2016 pursuant to ORC 2303.201 & 3113.34

#18. Adjust salaries of various Municipal Courts, effective January 1, 2017 reflecting County’s 2/5 share

1) Lorain - Linda A. Webber, Magistrate bi-weekly rate $1,144.53

2) Oberlin – William Jindra, Bailiff, bi-weekly rate $675.41

3) Oberlin – Sandra Kohart, Clerk of Courts, bi-weekly rate $1,023.38

Community Development:

#19 Continue methods for controlling the introduction of pollutants in the MS4 in order to comply with requirements of the National Pollutant Discharge elimination system permit process as required by OHEPA

#20 Rescind Res#16-805, adopted December 14, 2016 and replace with Providing for creation of a Tax Increment Financing Area encompassing certain parcels of real property, declaring improvements to such parcels to be a public purpose, exempting such improvements from taxation for 10 years at 75% requiring the owners of such parcels to make service payment in lieu of taxes, establishing a redevelopment tax equivalent fund, describing the public infrastructure improvements made, to be made or in the process of being made by the county that directly benefit, those parcels and providing and authorizing related action pursuant to ORC 5709.77-5709.81

Solid Waste:

#21 Approve MOU with OSU office for year 2017 for Compost Education in the amount of $17,400 to be paid from Acct#solid waste allocation

#22 Extend contract with American Paint Recyclers of Middle Point, Oh for discarded latex paint recycling services for FY17 to be paid from Acct#HHW processing services

#23 Extend contract with Liberty Tire Recycling, LLC, Minerva, Oh for operation of Scrap tire collection program to be paid from Acct#scrap tire

#24 Extend contract with Green Wave Computer Recycling, LLC, Indianapolis, IN for EScrap collection and recycling series of FY17

Transit:

#25 Approve & enter into agreement with City of Oberlin to provide transportation service effective January 3 – December 28, 2017 for 2 days/week service for 9 hours of service. Oberlin will provide the county with local funds in amount of $22.94/hour, plus $50 monthly fee to cover expenses. No county general fund monies will be used for service

Engineer:

#26 Post 25% load limit reduction on various county roads for the thaw/moisture period, effective February 1, 2017 – May 1, 2017

#27 Proceed with force account for normal and general maintenance and repair during 2017 on county road for safety of the traveling public

#28 Post 25% freeze-thaw load limit on various township roads in Carlisle Township in accordance with ORC 5577.07, effective February 1, 2017 – May 1, 2017

#29 Approve & enter into LPA agreement with ODOT for Gore Orphanage Rd Bridge #1535 replacement; Authorize Engineer to execute on behalf of the Board with Prosecutors approval as to form.

#30 Approve & enter into LPA agreement with ODOT for Baumhart Road resurfacing and safety improvement project; Authorize Engineer to execute on behalf of the Board with Prosecutors approval as to form.

#31 Approve & enter into LPA agreement with ODOT for Safe Routes to Schools Infrastructure Project, Elyria Township; Authorize Engineer to execute on behalf of the Board with Prosecutors approval as to form.

Sheriff:

#32. Receive and file annual report in accordance with ORC 325.31 on the fees due and unpaid for more than 1 year prior to January 1, 2017 in the amount of $2,956,825.52
