Approval of Housing Authority Statement of Proceedings/Minutes for the meeting of March 5, 2003.

ACTION:

ON MOTION of Commissioner Marquez, seconded by Commissioner Ramirez, the Housing Authority approved the Statement of Proceedings/Minutes for the meeting of March 5, 2003.

OVERVIEW:

The U.S. Department of Housing and Urban Development (HUD) regulations allow Housing Authorities to submit budget revisions when a variance to the approved budget is anticipated. This is a request to increase appropriations in the Housing Authority of the County of San Diego (HACSD) budget by $4,389,810 based on unanticipated revenue from HUD for the Section 8 Housing Choice Voucher Program. These funds are designated for housing assistance payments to landlords for eligible participants in the Section 8 Housing Choice Voucher Program.
The HACSD is funded primarily by HUD and operates several housing programs that benefit very low, low and moderate-income households. These funds are designated for housing assistance payments for low-income families in the Section 8 Housing Choice Voucher Program. All costs of operating these programs are revenue offset and will not impact the County General Fund.

FISCAL IMPACT:

The funding source is the U.S. Department of Housing and Urban Development. If approved, this request will result in $4,389,810 current year costs which will be fully offset by HUD funding. There is no cost to the County General Fund and no additional staff years.

BUSINESS IMPACT STATEMENT

This request will have a positive impact on the business community by providing additional affordable housing for low-income families. In addition, the requested appropriations will provide additional rental income to landlords participating in the Section 8 Rental Assistance Programs.

RECOMMENDATION:

EXECUTIVE DIRECTOR/CHIEF ADMINISTRATIVE OFFICER

1.  Waive Board Policy A-91, Mid-Year Budget Changes.
2.  Establish appropriations of $4,389,810 in the Housing Authority of the County of San Diego for the Section 8 Housing Choice Voucher Program based on unanticipated revenue from the U.S. Department of Housing and Urban Development.

ON MOTION of Commissioner Marquez, seconded by Commissioner Ramirez, the San Diego County Housing Authority took action as recommended, on Consent.

This is a request to approve the San Diego County Housing Authority Budget for Fiscal Year 2003-04, and take related actions involving Housing Authority programs. The proposed budget will appropriate funds already under contract with Federal Department of Housing And Urban Development (HUD) and approved by your Board.
The Housing Authority is funded primarily by the HUD. The Housing Authority operates several housing programs that benefit very low, low and moderate-income households in the unincorporated area and in participating cities. All costs of operating these programs are revenue offset. There is no cost to the County General Fund.

FISCAL IMPACT:

The funding sources are the U.S. Department of Housing and Urban Development, Housing Authority and contract cities. If approved, this request will result in $96,038,883 current year costs and no annual costs. The Department of Housing and Community Development provides staff and support services for the Housing Authority. There is no cost to the County General Fund.
BUSINESS IMPACT STATEMENT
This request will have a positive impact on the business community since the Housing Authority Budget will provide rental income to landlords participating in the Section 8 Rental Assistance Programs, and affordable housing for low-income families. The Housing Development Program will provide construction contractors the opportunity to compete for rehabilitation work on privately owned substandard rental units.
RECOMMENDATION:

EXECUTIVE DIRECTOR/CHIEF ADMINISTRATIVE OFFICER

1.  Approve the Housing Authority Budget for Fiscal Year 2003-04.
2.  Establish appropriations of $96,038,883 in the Housing Authority of the County of San Diego.
3.  Adopt the Resolution approving the Fiscal Year 2003-04 Housing Authority budget, including Public Housing.
ACTION:
ON MOTION of Commissioner Marquez, seconded by Commissioner Ramirez, the San Diego County Housing Authority took action as recommended, on Consent, adopting Resolution No. 03-102, entitled: RESOLUTION APPROVING FISCAL YEAR 2003-2004 HOUSING AUTHORITY BUDGET, INCLUDING PUBLIC HOUSING.
