TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.UNRWA is the largest UN operation in the Middle East with more than 30,000 staff.

UNRWA Representative for Partnerships in Switzerland

ORGANIZATIONAL SETTING

The incumbent works under the supervision ofChief, Partnerships Division (CPD), Department of External Relations and Communications(ERCD) in Jerusalem, and Director of External Relations and Communications (DERCD) as a second supervisor.

The position will be based in Switzerland, with continuous interaction with ERCD in Jerusalem.

Description of Duties and Responsibilities

  • Represent UNRWA vis-à-vis the Swiss private and public sector with the overall objective of developing the agency’s outreach and fundraising capacity;
  • Prepare an action plan for the establishment of a Swiss National Association in support of UNRWA. The plan should be based on the findings of the marketing study undertaken by Satiscan and is to include juridical administrative, logistics, board creation, marketing and fundraising measures for the creation of a non-for profit entity under the Swiss law;
  • To identify a suitable office location in Switzerland for the UNRWA Representation;
  • Prepare and execute a medium term fund raising plan (6-12 months) to raise funds into the Swiss market with specific reference to: Corporate sector, Foundations, Local Governments, HNWIsand Individual donors;
  • Follow up on UNRWA existing contacts, while buildinga list of additional potential partners to be proposed by the incumbent;
  • In consultation and with the support of UNRWA’s Partnerships Division, prepare a portfolio of proposals aimed at raising financial support for the agency’s core activities (priority to the General Fund), emergency operations and projects according to market/donor interests.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE

  • A university degree in business/marketing, communications, political or social sciences or a related discipline;
  • At least five years of progressively responsible professional experience in fundraising and resource mobilization;
  • Excellent command of written and spoken English; German and French.

DESIRABLE QUALIFICATIONS

  • Advanced university degree.
  • Familiarity with the Middle East and the Palestine refugee issue.

  • Strong analytical, interpersonal and communication skills;
  • Proven ability to exercise initiative, to work to tight deadlines and handle multiple competing priorities;
  • Excellent ability to articulate ideas in a clear and concise manner;
  • Ability to establish and maintain effective working relationships with others in a team environment and with people of diverse backgrounds, culture and nationalities;
  • Fully proficient computer skills and use of relevantsoftware and other applications.

CONDITIONS OF SERVICE

  • The duration of the assignment is for 12 months;
  • Remuneration level will be determined based on qualifications and experience of the candidate. In addition to the fees, the consultant will be paid travel subsistence allowance (TSA) to cover costs of accommodation and other expenses.
