A regular meeting of the Leeds City Council was called to order by Mayor Lloyd Himle. Present were council members: Kyle Nelsen, Linda Himle, and Terry Westphal. Also present were city employees: Edythe Nelsen, Kari Follman, and Justin Nelsen. Councilman Pete Ritterman arrived at 6:20 p.m.

Present in the gallery were: Boyd Stevenson, Della Stevenson, Roxanne Johnson, Richard Johnson, Chris Brossart, Kelly Elverud, Steve Biby, Cal Schlieve, Steve Jorgenson, Lloyd Kjelden, Betty Anderson, Vicky Schlieve, Cindy Ritterman, Kevin Urness, and Alan Lundstrom. Alan Lundstrom and Betty Anderson were present for bid openings. Also present was Chad Nelsen.

Discussion was held regarding golf carts being allowed to be driven to and from town and the golf course. Drivers must have a drivers license or a have passed a safety course. Carts are to be driven to and from the golf course only. Motion made by Nelsen to enact 40-05-22 in the form of a city ordinance regarding golf carts. Motion seconded by Linda Himle, motion carried.

Sheriff Rohrer presented laws and safety guidelines for four-wheelers. Approval was given to dispose of old uniforms from City Hall.

Ritterman made a motion to accept Alan J Lundstrom bid for lots 16 and 17 Block 1 NP Addition. Seconded by Linda Himle. Motion carried.

Motion made by Linda Himle, seconded by Nelsen to accept Betty Anderson's bid for lots 7 and 8 Block 9 Original Town. Motion carried.

A motion made by Ritterman, seconded by Westphal to accept Betty Anderson's bid for lots 19 and 20 Block 8 Original Town. Motion carried.

A motion was made by Ritterman, seconded by Nelsen to accept bid by Cenex for property east of Cenex. Motion carried.

Nelsen made a motion to re-advertise property Lot 9 Block 2 for $3500.00 or best offer with bids due 12:00 p.m. August 6, 2012. Motion seconded by Ritterman, motion carried.

Motion was made by Ritterman, seconded by Nelsen to contact Bursinger to replace pump at the well house. Motion carried.

Ritterman made a motion to accept Chad Nelsen proposal to purchase the Cub Cadet Tractor. Proceeds to be split with Airport Aurthority, seconded by Linda Himle. Motion carried.

Motion made by Ritterman to accept Chad Nelsen’s bid of $500.00 for remaining dirt pile. Motion seconded by Linda Himle. Voting yes were Ritterman, Linda Himle, and Westphal. Kyle Nelsen abstained. The motion carried.

Motion made by Ritterman, seconded by Linda Himle to buy shelving unitfor the city shop. Voting yes were Ritterman, Linda Himle, and Westphal. Kyle Nelsen abstained. Motion carried.

Nelsen made a motion, seconded by Ritterman to purchase a trailer for mosquito sprayer. Motion carried.

Nelsen made a motion, seconded by Ritterman to send Benson County Commissioner a letter stating we are finished with the spreader and ask what they would like done with it. Motion carried.

Motion made by Nelsen, seconded by Ritterman to accept report from Public Works Supervisor and approve time sheets for Justin, Jim, Jacob and Al. Motion carried.

Motion made by Nelsen to accept Benson County Sheriff report and approve bill. Motion seconded by Linda Himle, motion carried.

Motion made by Ritterman, seconded by Nelsen to approve council minutes. Motion carried.

Motion made by Nelsen, seconded by Ritterman to transfer $15,000.00 from the General Fund to the Highway Fund. Motion carried.

Motion made by Nelsen, seconded by Ritterman to transfer $3,300.00 from Social Security Fund to the General Fund to cover the employer portion. Motion carried.

Motion made by Nelsen to accept the financial reports as presented. Seconded by Linda Himle, motion carried.

Motion made by Nelsen to accept the timesheets for auditors. Seconded by Ritterman, motion carried.

Nelsen made a motion to contact Al McKay for an update regarding multiple properties we are pursuing for condemnation. Seconded by Linda Himle, motion carried.

Nelsen made motion to research ownership of old dump ground site. Motion seconded by Ritterman. Motion carried.

Motion made by Ritterman, seconded by Linda Himle to have Justin Nelsen look into bids (John Deere, Bobcat, Arctic Cat, and Joe's Sport Center, Acme) for a new side-by-side with a municipal rate. Motion carried.

Motion made by Nelsen to align the water rate with new rate schedule and keep the sewer a flat rate for Golden Plains, seconded by Ritterman. Motion carried.

Mayor Lloyd Himle exits meeting at 8:55 p.m.

Motion made by Linda Himle, seconded by Westphal to reimburse Justin Nelsen for cell phone usage. Motion carries.

Ritterman made a motion to accept the Oath of Office for Terry Westphal and Linda Himle. Motion seconded by Nelsen. Motion carried.

Linda Himle made a motion to elect Rodney “Pete” Ritterman as President of the Council. Motion seconded by Nelsen. Motion carried.

Motion made by Nelsen to appoint Kari Follman as Interim Auditor for a 60 day period. Motion seconded by Linda Himle, motion carried.

Linda Himle made a motion to hire Jacob Ebackto help with city work. Motion seconded by Westphal, motion carried.

Nelsen made a motion to approve building permit for a deck for the Lybeck home. Seconded by Linda Himle. Motion carried.

Motion was made by Nelsen to purchase a subscription to the Benson County Press. Motion seconded by Linda Himle, motion carried.

Nelsen made a motion, seconded by Linda Himle to purchase 20 loads of gravel for the city (paid from Highway Fund) and 10 loads for the dump ground (paid from Emergency Fund). Voting yes were Nelsen, Linda Himle and Westphal. Ritterman abstained. Motion carried.

Motion was made by Nelsen, seconded by Linda Himle to issue complaint letters to six parties from whose properties we have received complaints regarding yard clean-up. Motion carried.

Linda Himle made a motion to purchase a shredder for city office. Motion seconded by Nelsen, motion carried.

Nelsen made a motion to authorize city employee and machine for clean-up for Leeds Harvest Days. Motion seconded by Linda Himle, motion carried.

Motion was made by Linda Himle, seconded by Nelsen to accept the proposed new letterhead with the water tower. Motion carried.

Telephone Votes:

7-13-12 Ritterman made a motion to accept the Park Board permit for alcohol for the derby to be held 7-21-12. Motion seconded by Nelsen. Voting yes were Ritterman, Nelsen, Moller, and Linda Himle. Motion carried.

7-30-12 Motion made by Ritterman, seconded by Nelsen to accept $200.00 deposit to activate the water at 105 Main Street East with remaining balance to be paid in full on the first month water bill. Voting yes were Ritterman, Nelsen, Linda Himle, and Terry Westphal. Motion carried.
