FEBRUARY 19, 2008

The Faribault County Board of Commissioners met pursuant to the recess of February 5, 2008 at the Courthouse in the City of Blue Earth at 9:00 a.m. on February 19, 2008. The following members were present: Butch Erichsrud, Bill Groskreutz, Barb Steier, Tom Loveall, and Tom Warmka, Commissioners. County Auditor John Thompson and County Attorney Brian Roverud were also present.

The meeting was called to order by Chairman Steier.

The pledge of allegiance was recited.

Groskreutz/Warmka motion carried unanimously to approve the synopsis and official proceedings of the February 5, 2008 regular meeting.

Warmka/Groskreutz motion carried unanimously to approve the agenda of February 19, 2008.

The calendar was updated.

No member of the public appeared during public comment.

Committee reports were presented. The full board reported on the annual township meeting; Warmka reported on Extension; Groskreutz reported on Wells Chamber and transit; Groskreutz reported on the State Health Advisory in St. Paul; and Groskreutz and Steier reported on Economic Development Agency.

Erichsrud/Warmka motion carried unanimously to approve request from S. Cory to attend a one-day ACS – spring mini abstract training in Gaylord; S. Determan and G. Wells to attend a two-day Excel training in Mankato; D. Hanson and J. McDonald to attend a one-day bridge maintenance training in Mankato.

Central Services Director Brenda Ripley met regarding office business. Issues with the state purchasing contract were discussed. Ripley will survey the cities and townships to see if there is an interest in a joint purchase of the state contract.

Groskreutz/Warmka motion carried unanimously to hire Mary Johnson of Wells as the park caretaker at Pihl’s Park in Wells effective February 25, 2008.

Treasurer Dave Frank met regarding SSTS business.

Loveall/Warmka motion carried unanimously to approve an SSTS loan to Arniss Ristau for $8,677.60 on Parcel No. 07.023.0300 in Elmore Township.

Discussion was held regarding an issue involving the Wells Housing & Redevelopment Agency and Broadway Apartments.

Groskreutz/Erichsrud motion carried unanimously to accept a settlement with the City of Wells for payment in lieu of taxes for Broadway Apartments of $27,357.10 and Park Place Apartments of $2,400.00.

Soil and Water Director Michele Stindtman met regarding an update of legislation for the establishment of watershed basin management districts.

Warmka/Groskreutz motion carried unanimously to draft a letter expressing the Board’s concern with the formation of new watershed districts.

Public Works Director John McDonald met regarding office business.

Groskreutz/Warmka motion carried unanimously to approve a parking plan for the City of Minnesota Lake as presented.

Warmka/Loveall motion carried unanimously to approve setting the bid letting for SAP 22-621-25 on March 25, 2008 at 10:00 a.m.

Groskreutz/Loveall motion carried unanimously to approve an agreement with Waseca County for sharing costs for CSAH 35, CR122, and Waseca County Road 122.

Quotes for a motor grader were reviewed. Ron Hougen of Ziegler Caterpillar stated that the trade in value of a Caterpillar 140H could be as much as $63,000 which is higher than the John Deere 770D. Fuel consumption is also higher on the John Deere 770D.

Loveall/Groskreutz motion carried to purchase a Caterpillar 140H at a net cost of $59,849.81, the higher quote being accepted because of the higher trade-in value expected on the Caterpillar 140H. One other quote was received on a John Deere 770D at a net cost of $51,933.66. Commissioners Erichsrud and Warmka voted no.

Loveall/Warmka motion carried unanimously to pay bills totaling $256,009.61 as follows:

HUMAN SERVICES FUND 151,058.83

COUNTY LIBRARY FUND 2,544.79

FORFEITED TAX SALE FUND 429.30

DITCH FUNDS 12,272.11
