Meeting Called to Order by President Jody Wood at 10 a.m.

Welcome and Introductions of institutions.

Institutions represented: Lincoln, Lindenwood, Maryville, MO-Baptist, MSU, NWMSU, SBU, SEMO, SLU, UCM, UMC, Webster, and William Woods. Absent: Columbia College, Evangel, Drury, Park,and UMSL. Also present: Hap Hairston (DESE), Jim Masters (DESE), Phil Lewis (MASSP), and Mike Schooley (MAESP).

Approval of September 6, 2016 Minutes – Smith moved. McDonald seconded. Motion carried.

OLD BUSINESS

  • Review of Leadership crosswalk - Shelton Smith
  • Leadership Development System/PESL Crosswalk handout was distributed
  • Transformational principal
  • Document will be sent to the membership
  • Question:
  • Superintendent same direction as principal – yes
  • Superintendent needs to become more instructional leader
  • Fall Conference Agenda and Discussion – final agenda
  • CEEDAR representative
  • Dyslexia Specialist
  • Commissioner
  • Review of Pearson preparation
  • DESE update

NEW BUSINESS

  • Constance Rush (DESE) -legal update
  • Presented a power point presentation on the laws that were passed by the legislature this past year
  • The power point will be sent to the membership
  • Questions:
  • 100 items for Civics exam will be similar to the citizenship test.
  • Gifted education requirements will be explained by DESE
  • Bills for next year – those that died last year.
  • New governor – don’t know the direction he will take
  • DESE update – Hap
  • Distributed a DESE update – these handouts will be sent to the membership
  • Leadership development system
  • Next generation of assessments
  • Sent info (standards) to assessments agencies
  • Professional Standards for Educational Leaders (PESL) replaces ISLLC
  • PESL is more in-depth
  • Course objective are still in both
  • Terminology has changed
  • Align curriculum to aspiring principal competencies
  • DESE has crosswalk with all competencies that match all standards
  • 150 new principals are using the design and providing feedback, with continuous evaluation of the process
  • MoSPLA submission dates are on the document
  • Testing window dates are also on the document
  • Writing of case studies - small group activity - please bring computers - we will have groups of 2 or 3 and each group will be writing to one of the crosswalk criteria.
