Athlete Assistance Program

INTRODUCTION______

The BC Athlete Assistance Program (BC AAP) is an athlete-centered program of financial assistance funded by and administered by the Sport and Recreation Branch of the Ministry of Healthy Living and Sport. BC AAP seeks to recognize and support BC high performance athletes striving to represent the Province and Canada in athletic competition. Athletes who have demonstrated the potential and commitment to attain this level of excellence can qualify for different levels of financial support based on relative levels of development and competition achieved within the overall limits of funds available.

In general, the program seeks to relieve some of the pressures associated with training and competition needs when participating in national and international sport. The Sport and Recreation Branch intends that BC AAP focus on those athletes who are in the position to compete for TeamBC and are just below those receiving Sport Canada funding. This financial assistance will ensure a continuum of support for the development of national and international class BC athletes.

ELIGIBILITY

1.1Canadian citizenship.

1.2Residency in British Columbia for the previous full competitive season.

1.3Athletes must have demonstrated full intention to compete in diving as a

registered British Columbia athlete for the next full competitive season. (January through July). A letter of intent must be sent to the BC DivingTechnical Committee and signed by both the athlete and their coach, indicating this intent. Athletes under the age of 18 must have their letter of intent signed by a parent or legal guardian and their coach.

1.4Athletes must be a registered member of a recognized British Columbia diving club, or be an unattached registered diver with BC Diving.

1.5Athletes must have competed in events in either one of the following scenarios:

a)Senior National Championships/Trials AND Senior/Open event at a British Columbia Provincial Championship.

b)Senior/Open event at a British Columbia Provincial Championship.

1.6Federally Carded Athletes: Athletes in receipt of Sport Canada funding (S1/S2) in a particular fiscal year are not eligible for BC AAP funding distributed by BC Diving. This is to maintain consistency with one of the stated objectives of the program which is to provide funding for those athletes who are in the position to compete for the province and are just below those receiving Sport Canada funding.

CRITERIA

2.1Individual Event Standards will be calculated for each Senior event at a British Columbia Championship and each Senior National Final. For the Senior National Final calculations, the point calculations will be based on the final score.

2.2Each National Event Standard will be the average of the three highest scores in the event at the National Championships and averaged with the National Qualification Standard for the same event. The scores used to determine the National Event Standard must be equal to or higher than the National Qualification Point Standard set by the CADA Rules Committee.

2.3The Provincial Event Standard will be the average of the three highest scores in the event at each Provincial Championships and averaged with the National Qualification Standard for the same event. The scores used to determine the Provincial Event Standard must be equal to or higher than the National Qualification Point Standard set by the CADA Rules Committee.

2.4Where there are less than three scores equal to or higher than the National Qualification Point Standard, the Event Standard will be determined as the average of the score(s) that are equal to or higher than the National Qualification

Point Standard and averaged with the National Qualification Point Standard.

2.5For calculation of Event Standards, only scores from divers eligible to represent Canada on the National Team shall be counted.

2.6Event Percentages will be calculated for each eligible diver for every recognized event.

2.7The Event Percentages for each diver will be the diver’s score in the event,

divided by the Event Standard and multiplied by 100.

2.8A Ranking Percentage for each diver will be calculated by averaging their highest Provincial Event Percentage with their highest National Final Percentage from

the same event. (i.e. 1 metre, 3 metre, 10 metre)

2.9Where a diver did not make a Senior National Final, their National Final Percentage for calculations will be zero.

2.10All eligible athletes will be listed in order from highest Ranking Percentage to lowest Ranking Percentage.

AWARDS

4.1There will be a maximum of 9 BC Diving Provincial Cards available.

4.2The BC Diving Provincial Cards will be comprised of three levels; Gold, Silver, and Bronze. Each level will have three carding spots, numbered 1, 2, and 3.

4.3Funding will be determined by the amount of funding received from the Province of BC.

4.4Athletes with the three highest rankings will be awarded the Gold 1, Gold 2, and Gold 3 cards respectively.

4.5Athletes with the fourth, fifth, and sixth highest rankings will be awarded the Silver 1, Silver 2, and Silver 3 cards respectively.

4.6Athletes with the seventh, eighth, and ninth highest rankings will be awarded the Bronze 1, Bronze 2, and Bronze 3 cards respectively.

4.7Where an athlete is deemed ineligible for a card, the athlete with the next highest Ranking Percentage will be the replacement.

4.8Where there are less than 9 BC Diving Provincial Card eligible athletes, and

there is surplus funding, the remaining funds will be distributed to the Carded divers at the discretion of the Technical Committee.

GENERAL

5.1Athletes must have completed each event in which they wish their Event Percentages to count.

5.2Where a diver fails 2 or more dives in an Event, their score shall not be admissible for any calculations.

5.3Where the context requires, words in the singular include the plural and words in the plural include the singular.

5.4Where a Senior National Championships is replaced by a Senior Trials Event, the Trials events will be considered equivalent. Acceptable Trials Events are: Olympic Trials, World Championships Trials, FISU Games Trials, Commonwealth Games Trials, FINA World Cup Trials, Goodwill Games Trials, or Pan-American Games Trials.

5.5Where one of the Senior Trials Events, (5.4), is held in addition to a Senior National Championship, results from any Trials events will also be accepted.

5.6No separate provisions for Males or Females will be made. Males and Females shall compete against each other with their Ranking Percentages.

SPECIAL CASES AND APPEALS

6.1Athletes wishing to appeal the Awards may make their case, in writing, to the BC Diving Technical Committee. The Technical Committee will review the appeal and provide a written decision. All decisions will be final.

6.2In the event of a special case, as determined solely in the discretion of the Technical Committee, the Technical Committee reserves the right to create an additional Carding award. Funding for this card shall be derived equally

from the first nine (9) cards, from a minimum equal to the other Bronze Card levels up to a maximum equal to the other Gold Card levels.

6.3The Technical Committee reserves the right to waive eligibility clause 1.2 when considering an elite athlete returning/moving to British Columbia.
