Project Location for the Pacific Boulevard Extension

Issue:The County proposes to extend Pacific Boulevard from 1.1 miles north of Nokes Blvd to 0.1 mile west of Richfield Way as a four lane median divided roadway with curb and gutter, appropriate turn lanes, and a shared use path, including a bridge over Broad Run. This extension is consistent with the County’s Transportation Plan, and will provide drivers with access to Pacific Blvd from Richfield Way to Ox Road, a distance of more than four miles.

Facts:

·  In accordance with the statutes of the Commonwealth of Virginia and policies of the Commonwealth Transportation Board, a combined Location and Design Public Hearing was held for the project on April 1, 2014, between 6:00 p.m. and 8:00 p.m. at the Steuart W. Weller Elementary School, in Loudoun County, Virginia.

·  Proper notice was given in advance, and all those present were given a full opportunity to express their opinions and recommendations for or against the proposed project as presented, with their statements being duly recorded.

·  The Project is being administered as an approved change order under the Route 28 Public-Private Transportation Act (PPTA) Design-Build Contract, with funding provided through a Virginia Transportation Infrastructure Bank loan.

·  Environmental effects of the proposed project have been examined and given proper consideration, and this evidence, along with all other, has been carefully reviewed.

·  The project will be developed in accordance with the Comprehensive Agreement between the Virginia Department of Transportation (VDOT) and the Route 28 Corridor Improvements, LLC.

·  Project details as presented at the combined Location and Design Public Hearing were endorsed by the Loudoun County Board of Supervisors on June 18, 2014.

Recommendations: It is recommended that, pursuant to §33.112 (1) of the Code of Virginia (1950), as amended, the location of this project be approved as proposed and presented at the Location and Design Public Hearing.

Action Required by CTB: The Code of Virginia requires a majority vote of the Commonwealth Transportation Board (CTB) to approve the location of the proposed improvement project. The CTB will be presented with a resolution for a formal vote to approve the location as presented at the Location and Design Public Hearing held on April 1, 2014.

Result, if approved: VDOT and the Route 28 Corridor Improvements, LLC will proceed with the development of the Pacific Boulevard Extension project in accordance with the Comprehensive Agreement between VDOT and the Route 28 Corridor Improvements, LLC.

Options: Approve, Deny, or Defer.

Public Comments/Reactions: Four property owners attended and submitted comments. Two property owners were concerned about the loss of property that the road extension will cause. Two property owners requested the maps and plans regarding the project be mailed to them. One citizen was in favor of the project.
