JOB DESCRIPTION FOR DIRECTOR OF PUPIL SERVICES AND SPECIAL EDUCATION
BROAD FUNCTION:
Under the general direction of the Superintendent of Schools (hereafter Superintendent) and the supervision of the Associate Superintendent and in harmony with the policies of the Board of Education, and Federal, State and Local Laws and Regulations, the Director of Pupil Services and Special Education (hereafter Director) implements state/federal statutes and regulations pertaining to IDEIA (Individuals With Disabilities Education ImprovementAct) and Section 504 of the Rehabilitation Act*, for special education and related services, FERPA (Federal Education Rights & Privacy Act), provide professional development and consultation to all staff that relate to the department’s responsibilities under these statutes/regulations. The Director also provides oversight of Nursing Services, Preschool, is the Director of Records and Homeless Liaison.

SUPERVISES:Supervisors of Special Education and Pupil Personnel and the Director of Health
QUALIFICATIONS:
- Connecticut certification in Special Education (065, 165) and Educational Leadership(092)
- Hold and maintain a current and valid Connecticut Motor Vehicle Operators License
SKILLS, KNOWLEDGE, ABILITIES:
- Have excellent leadership and organizationalskills and the ability to motivate people.
Exhibit a personality that demonstrates interpersonal skills to relate well with students, staff, administration, parents and the community.
- Be required to work in a supervisory capacity with members of the special education and pupil personnel staff.
- Demonstrate a proven skillset in working collaboratively with colleagues, community members and families.
- Knowledgeable regarding the IDEA Grant, Section 504, McKinney-Vento, Maintenance of Effort, and the balancing a multi-million dollar budget within legal constraints.
- Proficient in creating and presenting on a variety of legal, budgetary and current topics to various stakeholder groups.
DUTIES AND RESPONSIBILITIES:
Working with the Superintendent and Associate Superintendent, the Director has the following duties and responsibilities:
- Proficient in creating and presenting on a variety of legal, budgetary and current topics in the areas of special education, specialized curriculum, legal issues, best practices, budget, and other timely topics for various stakeholders
- Supervise, evaluate and guide special education teachers, preschool liaison using the district evaluation system.
- Attend PPTs and facilitate due process as required
- Develop and maintain fluid and flexible transitions for students to and from various school settings
- Set goals –short and long term (collaboratively)- for the department
- Implement and provide oversight for the students in out of district placements (PPTs, IEPs, TWNDP)
- Maintain compliance with SEDAC and the Annual Performance Report Standards
- Attend state and local meetings and conferences to provide the school system and staff with up-to-date information and methods of implementation
- Problem - solve issues at the building level and at out-of-district facilities to arrive at decisions from a balanced viewpoint considering the legislative requirements, board policy and what is in the best interest of students.
- Participate in the on-going review of diagnostic procedures/processes, regulatory requirements and evaluation of specialized instructional services for effective outcomes that improve student learning
- Provide oversight for state and local assessment requirements for special population
- Collaboratively plan professional learning for special education teachers, preschool staff, and pupil personnel
- Contract management and negotiation for vendors and for our non-public schools
- Participate and lead the on-going review of diagnostic procedures/processes, regulatory requirements and evaluation of specialized instructional services for effective outcomes that improve student learning
- Other duties as assigned by the Superintendent of Schools
- General Responsibilities
- Prepares and presents reports to the Board of Education and other stakeholders either self-directed, by invitation or as directed by the Superintendent
- Collaborates with administrators, Central Office staff, community members and families
- Interact with state and local officials as needed
- Performs such additional duties as may be delegated to the Director by the Superintendent or Associate Superintendent.

The Director shall be evaluated annually by the Superintendent in accordance with the MEED documents for administrators.
