I. ROLL CALL AND CONFIRMATION OF QUORUM:

The meeting started at 1:05 PM. Roll was taken and a quorum was present.

II. VERIFICATION OF POSTING:

Donna Sanders verified that the agenda was properly and timely posted.

III. WELCOME AND INTRODUCTIONS:

Jean Peyton welcomed everyone to the meeting. Dr. Mick Coleman introduced Pamela June, the new Chief of the Office of Disability Employment Policy. The other guests introduced themselves.

IV. APPROVAL OF MINUTES:

A motion was made by Dr. Tom Venardos and seconded by Moshe Bialac to approve the minutes of June 20, 2005. All were in favor.

V. PRESENTATION: GOVERNOR’S WORKFORCE INVESTMENT BOARD, YOUTH COUNCIL TASKFORCE COMMITTEE:

This was deferred until Mary-Ann Brown arrived. Agenda Item VI and VII

were presented ahead of Item V.

Mary-Ann Brown Chair of the Governor’s Workforce Investment Board Youth Council Taskforce Committee gave an overview of the committee. For the last year, it has been organizing and has been obtaining members with a diverse background. The Taskforce Committee intends to have a statewide youth conference, tentatively scheduled for March 6 and 7, 2006. The goal is to have some development models for youth. Mary-Ann Brown said the committee will do resource mapping in Northern Nevada and in the rural areas. One of the challenges is to learn what is available for youth.

Richard Blue commented that a problem in the area of youth is in preparing youth

for tomorrow’s workplace. Mary-Ann Brown said she would like to identify

the youth most at risk and how to best serve these youth.

Jean Peyton thanked Mary-Ann Brown and asked for updates. Richard Blue will keep the GWIB apprised of the Youth Council Taskforce Committee.

VI PRESENTATION ON SOUTHERN NEVADA WORKFORCE INVESTMENT BOARD/GOODWILL OF SOUTHERN NEVADA YOUTH PROGRAM:

Opal Valentine remarked Goodwill of Southern Nevada has enrolled over 100 youth with the present grant. Some youth have dropped out due to the Selective Service requirement. Others are now working at Radio Shack and Austin’s Steakhouse, as examples.

On August 18, 2005 Goodwill of Southern Nevada will move to 1280 W.

VII. DISCUSSION ABOUT CUSTODIAL CAREGIVER SERVICES PROVIDED TO DISABLED CONSUMERS AT NEVADA JOBCONNECT

OFFICES:

Opal Valentine researched day care custodial caregiver service centers. One is the Economic Opportunity Board of Clark County. It has a Lied Senior Care Center

(phone 648-3425). The individual must be 18 years and up, and must be alcohol and drug free. Hours of operation are Monday through Friday 6:30 a.m. to 6:30 p.m., and Saturday 8:30 a.m. to 4:30 p.m. If the person is on Medicaid, the fee is no charge. Otherwise it is $55 a day. The individual can take a TB test for $5. The location is 901 N. Jones St., Las Vegas.

The second center is Nevada Adult Day Health Care Center. The phone is 319-4600 and the address is 3050 S. Jones. Individuals 18 years and up can apply. Monday through Friday, the hours are 6:30 a.m. to 6:00 p.m. A TB test is required and the agency accepts Medicaid.

Moshe Bialac voiced concern for disabled individuals not living independently. An example is a working single mother who has a disabled youth, with leukemia, and some developmental issues, 15 years old with a 10-year mindset. The mother has a job where she can leave at a moment’s notice due to the son having seizures at school. The mother has a part-time low-paying job where the employer is cooperative to the issues of her son. At age 16, BVR will teach him life-skills. The mother cannot find a good job, and cannot work nights due to no child care for a person with a seizure problem.

Moshe Bialac asked where a parent can obtain services. Karla McComb said Easter Seals has a program where a child can be dropped off at 6:30 a.m. The school bus picks up the child, takes the child to school, and after school returns the child to Easter Seals until 6:30 p.m. When school starts, there usually are vacancies. Dr. Tom Venardos suggested Student Support Services in Clark County. Karla McComb said Easter Seals is working with a group of service providers to produce a disability booklet. Mary Evilsizer of the Southern Nevada Center for Independent Living (SNCIL) has a pocket guide that has been updated and this information is in it. Karla McComb said she would like GWIB to pass a motion encouraging the “disability summit group” to complete the booklet.

Bill Hamilton remarked that this item is a for discussion only item but added that the last legislative session addressed a 211 statewide phone number for people to call to learn about social services in Nevada. Carol Sala indicated the 211 bill passed in the State Legislature and the planning committee is partnering with United Way. She said the Division for Aging Services is working on a single point of entry also known as the Nevada Care Connection, available on the website and listing what services are available in their area.

Moshe Bialac said information of this type should be available at Nevada Job Connect offices so people can learn about the services. Moshe Bialac said at the next meeting he would like to see an action item to encourage Nevada JobConnect offices to purchase the booklets from SNCIL. Dr. Mick Coleman said the State Independent Living Council meeting is on Wednesday, August 17, 2005 and he would relay what was discussed today.

VIII. DISCUSSION ABOUT CUSTOMER SATISFACTION SURVEY AT

NEVADA JOBCONNECT OFFICES:

Richard Blue took the survey idea to the NV JobConnect Consortium. Although the group was not opposed to surveying the population that uses JobConnect, it asked how GWIB would administer the survey. Richard Blue stated the population surveyed would

be small and the group wanted to reach the broadest number of people with disabilities. This information would be rolled up in the One-Stop Operating System (OSOS) and then there would be a larger pool to serve.

Richard Blue said there could be a survey instrument for everyone at each JobConnect, but enough might not be completed to be statistically valid. Jolie Daugherty stated in DETR Research and Analysis there is the capacity to take on a survey at this time. The cost will be linked to the response rate desired and the length of the questionnaire. The way to get a cost effective questionnaire is to have focus, meaning a questionnaire prepared concisely.

Jolie Daugherty indicated the Nevada JobConnect One-Stop Operating System (NJCOS) collects disabled status, but it is an optional field. She suggested she could get self-identified disabled persons who receive JobConnect Services with the NJCOS, but it is not a good sample. Another option is data from a JobConnect office at a certain point in time, including those receiving BVR services, but also use JobConnect services. However, if the survey is done by R&A, then there are confidentiality issues with data sharing.

Jolie Daugherty also discussed a mail survey questionnaire. It is an efficient way of identifying those who used JobConnect offices.

Richard Blue said the survey has been developed, but what is the best way to survey the broadest number of individuals. He did not think that using BVR as the driver is the best way to go. He also said the Southern Nevada Workforce Investment Board is trying to get a handle on the reaction of a person with a disability going to a One-Stop, to determine if the staff is accommodating, and if services were provided in a customer-oriented manner, to gauge customer satisfaction.

Dr. Mick Coleman inquired as to the population of the NJCOS. Jolie Daugherty said she would find out.

Dr. Tom Venardos asked about a time frame. Jolie Daugherty said the survey could be completed in one month.

Jean Peyton asked if Research and Analysis could take on this survey without cost to the GWIB. Jolie replied there will be a cost. Jean Peyton asked for an idea of the cost to conduct the survey. Bill Hamilton will work with Jolie Daugherty to identify the population cost and the response rate. Jean Peyton would like information, if possible, for the September GWIB meeting.

IX. DISCUSSION – OVERVIEW OF DEPARTMENT OF LABOR’S NAVIGATOR PROGRAM:

Jean Peyton gave an overview of the program (see attached pages). She suggested having

a Navigator at a JobConnect in the North and one in the South. Dr. Mick Coleman stated he met with a Navigator while attending a conference in Philadelphia last month and he expects to be contacted if Navigator grant funds become available again.

Jean Peyton asked if it would be possible to have a Navigator person attend a meeting to

discuss the program. Richard Blue said maybe there could be a training about the

Navigator program to learn if it is worthwhile to adopt locally, such as “Train the Trainer

Program.” Jean Peyton will discuss the Navigator program with Artie Nathan.

X. DISCUSSION – SUGGESTED MEETING DATES FOR CALENDAR YEAR 2006:

The next meeting will be on Monday, October 17, 2005 at 1 p.m. The Chair accepted the suggested dates for calendar year 2006.

XI. SUGGESTED AGENDA ITEMS FOR NEXT MEETING:

Action Item: Booklets on caregiver service for One-Stop offices.

Action Item: Update on a customer satisfaction survey.

Information Item: Information on the Navigator System.

Information Item: Update on the Youth Council Task Force.

Jean Peyton said if there are any other items for discussion please advise her.

XII. PUBLIC COMMENTS:

Richard Blue suggested having all suggested agenda items be identified as Discussion and Possible Action. Bob Bryant said that without knowing what the action item is about, he cannot decide if topics are action items.

Jean Peyton said that the Rehabilitation Services Administration is being overhauled and she asked if anyone from DETR is going to an upcoming meeting on the new system. Dr. Mick Coleman replied the regional offices are going to be closed and there is going to be a new monitoring process. He was unaware of any local individuals scheduled to attend the meeting.

XIV. ADJOURNMENT:

Moshe Bialac moved to adjourn the meeting. Dr. Tom Venardos seconded

the motion. The meeting adjourned at 2:45 p.m.
