2012-13 SCWI Approvals Process

Below you will find notes on the approvals process for the 2012-13 School College Work Initiative. Any contract changes submitted for 2012-13 will be subject to at least the same criteria.

Dual Credits

1. Approval of existing programs

  • Overall score of 2 or higher on the Existing Programs Review Rubric in order to be considered (see Rubric attached)

The following were identified as priorities:

  • SWAC programs continue to be a priority for re-approval
  • Primary target group and OYAP students; approve programs with a clear target audience
  • Programs during regular day school
  • For level 1 programs, priority to TCU funded seat purchase
  • OYAP programs for registered apprentices
  • OYAP programs in which students complete all of the Level 1

2. Expansion of existing programs
The following were identified as priorities:

  • Programs that increase opportunities for students in underserved areas
  • Primary target audience
  • Score 2 or higher on approved vs actual and success in 10-11 (see Rubric attached)
  • Programs during regular school day

3. New requests

The following were identified as priorities:

  • Programs that increase opportunities for students in underserved area
  • Primary target group
  • School Within ACollege programs
  • Minimum Score of 3 on program quality (see Rubric attached)
  • Programs during regular school day
  • Programs for grade 11 and 12 students who are in their third, fourth or fifth year of school

4. Transportation costs

  • reduced in all dual credit programs by factor based on last year’s actual participation and approved vs actual transportation expenditures. Approved amount = transportation request times % of approved transportation spent in 2010-2011 plus approximately10%.

5. Benchmarks

  • Annotated Interim Benchmark document (attached) indicates miscellaneous amounts that are eligible and ineligible.

Activities

Priority activities

1. For students and accompanying teachers

  • One day
  • During regular school day
  • Hands-on activities
  • Variety of disciplines
  • Grade 7-8 first priority, Grade 9-10 second priority, Grade 11-12 third priority
  • Overnight only when necessary because of distance
  • on campus, or at schools (i.e. not in community halls, labour union halls)
  • For students who may not have other opportunities to participate in activities at college
  • SCWI, board/college sole funders
  • Reasonable in terms of cost per student

2. Dual Credit teacher forum

  • a requirement of this year’s RPT
  • RPTs can make a request for a Dual Credit teacher forum if they have not already done so as part of the 2012-13 change process (more information on change process to follow).

Funding for Activities and Forums, 2012-13

Eligible:

  • teacher release time when teachers are not accompanying students to the event/activity -- Formula Required
  • transportation funding -- Formula Required
  • travel, accommodation, meals -- Formula Required

Misc Ineligible as listed on RFP (included in benchmark):

  • Facilities
  • Planning
  • Coordination
  • A/V tech
  • Program development
  • Purchase of curriculum or resources
  • Meetings or sessions
  • Food and catering
  • Special celebrations, award ceremonies
  • Faculty and support staff, unless they are a focus of the activity, either as presenters or participants
  • Teacher release time where teachers are accompanying students to the college
  • Financial services institution administration fees
