In order to assist us to achieve this vision we wish to recruit innovative and proactive people who will relish the opportunity to assist in implementing this vision.
Our Early Childhood Services vision is for children to develop a sense of self that will remain long after they leave our service.
The Early Childhood Resource Centres provide a range of services for children from three (3) to six (6) years of age with an intellectual disability and/or additional needs as identified under assessment of need/screening and referred to us by the Roscommon Early Intervention Services – R.E.I.S. Our Early Childhood Services works closely with families using individual family service planning.
We wish to recruit an innovative, creative, motivated, visionary Manager who will relish the opportunity to assist in achieving our vision and take a pivotal role in managing our Early Childhood Day Services. We are seeking an individual who will be flexible and adapt to the needs of particular children and families they support. As early intervention preschool services are going through enormous change at the moment the ability to support the staff and families through this change is an essential requirement of this post.
1. Location
Assignment to the Early Childhood Services initially based in our Regional Head Office, Roscommon Town. Future developments within the services may require that you are prepared to transfer to another work location as the service needs demand.
2. Tenure of Employment
The position is permanent, part-time and pensionable commencing immediately.
3. Probation
A probationary period of nine months from the date of appointment applies to the post. The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment. The probationary period may be extended at the Services’ discretion.
4. Character
Each candidate must be of attested good character and maintain that status during the period of employment.
5. Health
The appointee must be free from any disease or defect which would render him or her unsuitable to hold the position and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. In order to satisfy this qualification any applicant may be required to undergo a medical examination at his or her own expense by a doctor nominated by the Brothers of Charity Services Ireland – Roscommon Region.
6. Qualifications
Applicants must have the following:
· A relevant 3rd level qualification; e.g. qualification in Nursing (RNID/RNMH, RSCN, RGN).
· A full clean drivers’ license and access to his/her own car is essential.
· A Management / Leadership qualification is desirable
7. Experience
· A minimum of 3 years’ experience of working in a disability service and have a positive attitude towards working with children with an intellectual disability.
· Experience of working and supporting children with an intellectual disability is essential.
· Have previous experience in effectively managing a staff team and demonstrate a proven ability to pro-actively lead, motivate, empower and achieve results.
8. Key Skills and Attributes
· Candidates must demonstrate leadership, management and planning skills.
· They must have good organisational and time management skills and be able to meet deadlines.
· They must have a good understanding of budget management.
· They must have the ability to set goals, put into action and follow through.
· They must have the ability to exercise good judgement, discretion and confidentiality and to communicate effectively in both written and verbal forms.
· They must foster a good team environment with a person-centred philosophy.
· They must have good knowledge of IT systems essentially email, Excel, PowerPoint and Word Processing.
9. Hours of Duty
The successful candidate will work 60 hours per fortnight rostered flexibly over 5 days, Monday to Friday. The roster varies in order to meet the children’s needs and accordingly flexibility with regard to hours of duty and future roster changes is required.
10. Travel
Regarding any driving element of your job, the appointee will be expected to maintain a full clean driving licence and to make your licence available to the Services as required. Drivers of the Services’ vehicles must provide information as required by our Insurers and must notify the services of anything which might affect their capacity to drive. The appointee will also need access to their own car and if using it as part of their work must furnish and indemnity to Brothers of Charity Services Ireland – Roscommon Region.
11. Annual Leave
Annual leave will be 25 days per annum pro-rata. Length of Service award days may also apply.
12. Remuneration
The reference salary applying to the post ranges from a minimum of €47,089 to a maximum of €55,852 gross basic per annum for a fulltime position, which is applied on a pro-rata basis, i.e. in proportion to the hours worked. The scale currently has 9 points and refers to a 39-hour week.

14. General

15. JOB DESCRIPTION
Reports to: Director of Services.
Specific Conditions
· The ability to take a lead role in a confident, competent manner. A person with good leadership skills and experience is essential as the changing needs within early intervention requires regular changes to schedules and requires a team that is cohesive and well respected. Having the ability and willingness to be approachable and flexible is also a pre requisite.
· A positive attitude towards working with children with an intellectual disability/additional needs is a pre requisite.
· An in-depth knowledge and understanding of Progressing Disability Services (PDS) and Childcare Regulations, Access and Inclusion Model (AIM) and National Standards for Children’s Services.
· A working knowledge of all that is involved in ensuring the Resource Centres are fully compliant with Childcare Regulations.
Principal Duties and Responsibilities
1. To implement new services and modernize services as appropriate in line with the wishes of individual service users.
2. To lead and manage the Early Childhood Services and ensure the smooth running of the Resource Centres including but not confined to:
· Supporting Team Leaders in decision making around issues such as transport, staff cover and queries from the wider team, parents and preschools.
· Ensure timesheets are completed and returned within agreed timeframes.
3. To have a knowledge of all the children and families and ensure the service delivered is child and family centred.
4. To work closely with the Roscommon Early Intervention Services – REIS – team and play a key role in identifying needs, future planning and delivery of service. Provide training alongside wider team for preschool staff.
5. To be responsible for all budgets pertaining to Early Childhood Services including planning, reporting to the various corporate functions e.g. Quality, Finance, Human Resources, Training, Client Matters/Data Reporting, Health & Safety and Risk Management.
6. Be mindful of best practice and value for money initiatives, identify inefficiencies in the services system that may drain off resources or duplication with what is mainstream and reduce same.
7. To ensure that the Resource Centres work within the budget allocated and keep accurate records of same.
8. Be responsible in ensuring that the Resource is compliant in relation to Childcare Regulations 2016.
9. Supervise, support and empower staff and promote an environment where staff feel affirmed and valued. Ensure staff have adequate support and supervision and carry out annual Employee Development Plans in conjunction with Team Leaders.
10. . Ensure staff are appropriately trained and have opportunities for personal development.
11. To develop excellent systems for communication and ensure compliance with Working Time Act in relation to rest periods and breaks, advance planning of annual leave over the year, sufficient and well-managed locum staff.
12. Be responsible for sharing all relevant information with staff in a timely manner and facilitate regular staff meetings.
13. To foster good relationships with families and communicate regularly with them ensuring all relevant information is shared in a timely manner. The manager may need to be involved in running parent training courses.
14. Participate on necessary Working/Planning/Governance groups e.g. Roscommon Early Intervention Service Governance group, Preschool Allocation Committee, Roscommon County Childcare Committee and National Preschool Network.
15. Liaise with all relevant agencies e.g. Roscommon County Childcare Committee, Centre for Nursing and Midwifery Education (CNME), Nurse and Midwifery Planning and Development Unit (NMPDU), Preschools and Schools.
16. Comply with the governance, policies and procedures of the Services and ensure that the particular services are in compliance.
17. Possess good report writing skills; create/update documents such as Safety Statement, Good Practice Guidelines, Inspection folder and all other relevant documentation.
18. Ensure that required documentation is written in a timely fashion.
19. Ensure that the health needs of the children are attended to at all times and that staff receive all necessary training to ensure they can carry out the duties of their role.
20. Within the organisation there is a strong emphasis on teamwork and it is therefore essential for the appointee to ensure good working relationships with the wider REIS team, their own teams and the wider Brothers of Charity Services Ireland – Roscommon Region management team.
21. Develop and maintain links with the local community and other agencies relevant to the needs of the service.
22. Adhere to good practice guidelines and current policies and procedures of the Brothers of Charity Services Ireland - Roscommon Region and be aware of REIS Policies and how they interface with Brothers of Charity Services Ireland Policies.
23. Adhere to the Safety Statement within the Resource Centre and in particular to comply with employees’ obligations as set out under Section 9 of the Safety, Health and Welfare at Work Act, 1989.
24. Practise fire safety procedures e.g. fire drills within base.
25. Ensure confidentiality is maintained in all matters concerning children and families including the safe storage of reports and records.
