Closing date of bid has been extended to February 8, 2013 at 2:00 P.M.
Cutoff date for all questions and clarifications of the requirements of the RFQ has been extended to January 25, 2013 at 8:00 A.M.
Note changes to “Overview” page 3 and “Bidding Instruction” page 5 attached, of the original RFQ (all changes are shown in bold italics)
Remove existing “Quotation Schedule” and Insert “Revised Quotation Schedule” which includes Fleet OEM stocking and non-stocking parts, Sheriff’s non-stocking and collision parts.

overview
The County of Fresno is soliciting bids for its requirement of O.E.M. parts and supplies. Service may be required for its automotive and light duty trucks as specified within this Request for Quotation.
Bidder(s) are requested to quote on their full product lines for these requirements.
County Fleet and Sheriff’s Office consists of the following manufactured product lines: Ford, GM, Chrysler, Toyota and Honda.
All Vendor’s receiving an award contract, will be the primary contracted O.E.M. Parts and Supplies vendor for the product line(s) as quoted by them.
This request for quotation represents the requirements of O.E.M. parts and supplies for both “Stocking” and “Non-Stocking” inventory by County’s Fleet and Sheriff Services Divisions. “Non-Stock” parts and supplies are needed for operational aspects, but may not have enough usage to be incorporated into the “Fleet Parts Inventory Room”. This category of purchases represents the highest demand.
Service of automobiles and light duty trucks may also be a requirement of the County on an “As Needed” basis. Bidder(s) to complete “Bidder to Complete” section of this RFQ.
If there is not appropriate space to respond to “Bidder to Complete” section, additional pages may be attached. (Please read this bid package in its entirety.)
Note: In clarification, this Request for Quotation is primarily for OEM parts and supplies. Service is a non-contracted requirement, and will not be considered as an evaluation tool for the award(s) resulting from this request for Quotation.
BIDDING INSTRUCTIONS
CONTRACT SERVICE AND SUPPLY
The County of Fresno is requesting bids for its requirement of automotive and light duty truck original equipment manufacture (O.E.M.) partsand supplies, Dealership Service may also be provided as required within this Request for Quotation (RFQ).
It is the County’s intent to contract with multiple dealerships in order to fulfill its requirements. County’s objective is to obtain itsO.E.M. parts and supplies requirements from dealerships offering a complete automotive and light duty truck parts product line, which mayprovide service for the sameas and if required.
LOCAL VENDOR PREFERENCE: The Local Vendor Preference does not apply to this Request for Quotation.
AWARD: The award will be made in a manner determined to be to the best advantage of the County. The County will be the sole judge in making such determination. Award Notices are tentative: Acceptance of an offer made in response to this RFQ shall occur only upon execution of an agreement by both parties or issuance of a valid written Purchase Order by Fresno County Purchasing.
COPIES: Submit one (1) original and three (3) copies of your quotation to County of Fresno Purchasing no later than the RFQ closing date and time as stated on the front of this document,. The cover of each document is to be appropriately marked “original” or “copy”.
ISSUING AGENT: This RFQ has been issued by County of Fresno, Purchasing. Purchasing shall be the vendor’s sole point of contact with regard to the RFQ, its content, and all issues concerning it.
AUTHORIZED CONTACT: All communication regarding this RFQ shall be directed to an authorized representative of County Purchasing. The specific buyer managing this RFQ is identified on the cover page, along with his or her telephone number, and he or she should be the primary point of contact for discussions or information pertaining to the RFQ. Contact with any other County representative, including elected officials, for the purpose of discussing this RFQ, it content, or any other issue concerning it, is prohibited unless authorized by Purchasing. Violation of this clause, by the vendor having unauthorized contact (verbally or in writing) with such other County representatives, may constitute grounds for rejection by Purchasing of the vendor’s quotation.
The above stated restriction on vendor contact with County representatives shall apply until the County has awarded a purchase order or contract to a vendor or vendors, except as follows. First, in the event that a vendor initiates a formal protest against the RFQ, such vendor may contact the appropriate individual, or individuals who are managing that protest as outlined in the County’s established protest procedures. All such contact must be in accordance with the sequence set forth under the protest procedures. Second, in the event a public hearing is scheduled before the Board of Supervisors to hear testimony prior to its approval of a purchase order or contract, any vendor may address the Board.
RIGHT TO REJECT BIDS: The County reserves the right to reject any and all bids and to waive informalities or irregularities in bids.

Listed with this quotation schedule are commonly used parts for Fleet Services Department (stock and non-stock); also Sheriff’s most commonly used items for repair parts. Vendor(s) shall price items as shown based on their methodology for County Price qualifications as shown on this first page of “Revised Quotation Schedule”.
