3. MINUTES OF THE MEETING HELD ON 18th JANUARY 2017

The minutes had been circulated prior to the meeting and were accepted as an accurate record. (Pages 11198 to 11200)

4. PRESENTATIONS FROM MEMBERS OF THE PUBLIC. None.

5. REPORTS BY DISTRICT AND COUNTY COUNCILLORS

The meeting was adjourned at 19.31 Hrs for County & District Councillor briefings and reconvened at 19.52 Hrs.

Cllr Manuel joined the meeting at 19:35hrs

6. CLERK’S REPORT

The report had been circulated prior to the meeting. A resident request to place a Geocache on Council property was approved by Councillors, with the condition of withdrawal should any problems arise. 2 requests to undertake commercial activity within Parley Woods and Recreation Ground were refused. Informal Planning Request from the Memorial Hall was agreed in principle, with alternative suggestions of funding sources to be provided. Internal Auditor agreed and Clerk to write to confirm appointment.

ITEMS FOR DECISION

7. Clincal Services Review CONSULTATION

Cllr Dinsdale provided an overview; Councillors discussed the dis/advantages of the proposals. These include RBH for Accident and Emergency & maternity, with Poole focusing on ‘planned’ care and scheduled operations. Dorchester would continue to provide all services. The smaller hospitals being used as ‘hubs’ to provide outpatients care and would see St Leonards close. Councillors discussed the potential impact and improvements and wish to comment that whilst they can understand the review to provide improved care, they were disappointed that mental health was not included in the review. There was also concern about the road networks being adequate and not congested for transportation in emergencies.

8. CODE OF CONDUCT (circulated prior to the meeting)

The Clerk reminded Council of their obligation to work within the Code and motion passed to re-adopt the draft NALC code.

9. FINANCIAL REGULATIONS (circulated prior to the meeting)

Acceptance of the document was passed in resolution with a unanimous vote.

10. STANDING ORDERS (circulated prior to the meeting)

Cllrs were invited to ask questions. The motion to accept the Standing Orders was passed with a unanimous vote.

11. RISK ASSESSMENT (circulated prior to the meeting)

The Risk Assessment is an annual requirement of the external audit. Cllrs were invited to comment and acceptance of the document was passed in resolution with a unanimous vote.

12. CHEQUE SCHEDULE

The document was circulated at the meeting and Cllrs invited to comment prior to authorisation. Agreed unanimously.

13. PLANNING MATTERS

The Chairman passed the meeting to the Planning Chairman, Cllr Court. The minutes of the Planning Committee meeting of 1st February 2017 had been circulated prior to the meeting and were accepted an accurate reflection of the meeting. Cllr Court then provided an overview of the refusals & permissions made by EDDC, before discussing the following applications:

Ref: 3/17/0169/HOU 89 New Road, West Parley

Proposed second storey extension

Councillors discussed the application and wish to offer no objection to the proposed development.

Ref: 3/17/0268/TCA Mead Cottage, Church Lane, West Parley

A Apple – Fell

Councillors discussed the application, which is in the Conservation Area, and wish to offer no objection to the removal of the apple tree however, would ask that a replacement tree is planted by the applicant.

Ref: 3/17/0194/HOU 47 Mags Barrow, West Parley

Single storey side extension

Councillors discussed the application and wish to offer no objection to the proposed development.

Christchurch Borough Council

Ref: 3/17/0210/FUL Longcroft Tin, Barrack Road, West Parley

Retain brick dwelling. Demolish steel clad dwelling.

The Clerk provided an overview of the historic applications for the site, included a failed appeal with the Planning inspectorate. Councillors discussed the application and the wish to object to the proposed development on the grounds that it is in Greenbelt and within 400 metres of Dorset Heathland SSSI. Council also wished to raise concern over the height and size of property and that the applicant obviously has abused the rules and the Parish Council does not want a precedent set.

Cllr Court passed the meeting back to the Chairman, Cllr Heath.

14.To exclude members of the press and public in accordance with section 1, subsection (2) of the Public Bodies (Admissions to Meetings) Act 1960. County Cllr Parry and public left the meeting at 21.05hrs.

15. PARLEY SPORTS CLUB Matters were discussed and confidential minutes taken.

ITEMS FOR INFORMATION

16. COUNCILLORS LEAD AREAS

Cllr Dinsdale confirmed that the Resident’s Association Volunteers work in Parley Woods is due to end soon, in line with RSPB guidelines for nesting birds. They have done some additional work at Dudsbury Guide Camp and WPRA have submitted this joint project into the DCA People’s Project, along with entering the Best Kept Village competition. The Volunteers reception has been scheduled for 12th September 2017 and a grant for the reception and prizes has been awarded by District Councillor Manuel.

Cllr Heath confirmed that the Winter Newsletter had been circulated and has 1 article still to go to press. Confirmation of award from Tesco Bags of Help is awaited, and a further 2 funding applications have been made to help the outside gym project.

Cllr Penwill has arranged for the Community Award Board to be re-embossed. Awaiting reply from Memorial Hall.

Cllr Bundy confirmed that Mags4Dorset has almost completed the final draft, for Council sign off.

17. DATE OF NEXT MEETING

The date of the next Full Council meeting was set as Wednesday 15th March 2017 at 19:30 hrs (7.30pm).

There being no further business the meeting closed at 21.36 hrs.
