Senior Legislative Representative, State Advocacy & Strategy (Telework Available)

The Senior Legislative Representative provides strategic leadership, direction, and support of advocacy efforts in the states on specific issues of public policy with primary focus on utilities, home energy issues and telecommunications. Plays a central role in coordinating, leveraging AARP relationships with state policy leaders and consumer advocate organizations, providing issue expertise, and advising and counseling Association leaders on public policy development by identifying emerging issues, recommending policy changes or course corrections. Serves as a spokesperson with state and national press and with legislative and non-legislative audiences to position AARP as a credible source of information on state legislative and regulatory issues. In an appropriately coordinated fashion advises state offices on key policy and communications approaches.

Requirements:

  1. Completion of a Bachelor’s degree (advanced degree preferred) in Law, Political Science or Public Policy and 7-10 years relevant with demonstrated experience working on utilities, home energy and telecommunications issues is required. Progressively responsible substantive experience in government, the private sector, or a non-profit organization engaged in complex advocacy initiatives; or an equivalent combination of training and experience related to the duties of this position is highly desired.
  2. Extensive experience in the preparation and presentation of policy positions and regulatory proceedings (comments, filings, issues briefs, testimony, etc.).
  3. Ability to analyze legislation and regulations thoroughly and effectively and to apply research results to justify or support Association policies and positions.
  4. Demonstrated ability to work effectively in a team environment, including building strategic and solid partnerships with colleagues in our state offices to advance AARP's state advocacy goals. Must have issue knowledge of relevant advocacy issues and demonstrate through strong written and verbal communications.
  5. Demonstrated ability to adhere to specific guidelines for developing and implementing integrated issue campaigns to achieve organizational goals, emphasizing teamwork throughout.
  6. Must be willing to work in a rapidly changing environment, depending on prioritization of AARP issue campaigns, staffing assignments, and/or other resources.
  7. Excellent interpersonal, presentation, and relationship development skills.
  8. Ability to manage multiple tasks simultaneously.
  9. Ability to communicate effectively with others.
