Notice of Race
1.0Rules
1.1The regatta will be governed by the ‘rules’ as defined in the Racing Rules of Sailing 2005-2008, the IFWC Class Rules and Championship Rules, this notice of race (NoR) and the Sailing Instructions (SIs)
1.2The regatta will also be a IFWC ranking event.
1.3The Yachting New Zealand Safety Regulations Part 1, Clauses 2, 13, 14, 15, 16, 17, 18 and 19 shall apply.
1.4In the event that personal buoyancy is prescribed, each competitor shall wear, above the waist, a jacket, harness or vest with a minimum buoyancy of 4kg uninflated, in fresh water. The buoyancy shall be tested with a ferrous weight of 4kg and remain unsupported for a minimum of 5 minutes.
1.5The Organising Authority may require all participating boards to display the event sponsor’s advertising in accordance with Appendix 1, Regulation 20.3.1 (d).
2.0Changes to Racing Rules
The Racing Rules will be changed in accordance with rule 86 as follows:
2.1For protests where only a Rule of Part 2 is alleged to have been broken an arbitration hearing will be offered prior to any formal hearing.
2.2The Racing Rules can be changed at any time during the Regatta at the discretion of the Racing Committee and in accordance with the procedure as set out in the sailing instructions.
3.0Eligibility and Entry
3.1Due to wind minimum and fair start line restrictions, the National title is restricted to only Formula Windsurfing Boards and other Open windsurfing classes that sail without the available use of a centreplate.
3.2The regatta will also be open to boards of the Mistral, Raceboard, RSX, Techno and other windsurfing classes as The Manly Windsurfing Championships.
3.3Advance entries will be accepted until the closing date of 31 October 2006, by completing the entry form accompanied by a fee of $60.00 and mailing it to Manly Sailing Club, PO Box 126, Whangaparaoa, HibiscusCoast, Auckland New Zealand.
3.4Late entries, accompanied by an additional late entry fee of $40.00 may be accepted at the Race Committee’s discretion until 10.00am on 10 November, 2006.
3.5Each board competing in the Formula Class will be required to present equipment for measuring at registration and in addition measurement checks may be made throughout the regatta.
3.6To be eligible to compete in these National Championships, each competitor shall be a financial member of Windsurfing New Zealand. Current NZL registration numbers are compulsory and must be displayed in accordance with the Racing Rules.
3.7Special attention shall be paid to sail identification rule compliance.
4.0 Schedule of Events
4.1 Measurement
From 0900 to 1100hrs on Friday, 10 November, 2006 at Manly Sailing Club.
4.2 Registration
From 0900 to 1200hrs on Friday, 10 November, 2006 at Manly Sailing Club.
4.3 Briefing
From 1200hrs on Friday, 10 November, 2006 at Manly Sailing Club.
4.4 Racing Schedule
The scheduled time for the warning signal for race 1 is 1300hrs on Friday, 10 November, 2006.
A maximum of 5 races are scheduled on this day.
The scheduled time for the warning signal for day 2 is 1100hrs on Saturday, 11 November, 2006.
A maximum of 5 races are scheduled on this day.
The scheduled time for the warning signal for day 3 is 1100hrs on Sunday, 12 November, 2006.
A maximum of 5 races are scheduled on this day.
It is anticipated that a maximum of 3 races back to back may be carried out, if deemed necessary by the weather conditions, to complete a series.
5.0 Sailing Instructions
The Sailing Instructions will be available at Registration.
6.0Racing Area
The races will be held in the waters out from the Manly Sailing Club, WhangaparaoaPeninsula.
During November, the wind and sea conditions are typically expected to be of variable strength and direction. It is not unusual to experience light to strong winds, with air temperatures possible from 12 - 25 degrees celcius. Sea conditions could also vary from slight to 2 – 3m in height, dependant on the wind direction. The water temperature is expected to be approximately 15 – 19 degrees Celsius.
7.0Courses to be Sailed
The course(s) will be at the discretion of the Race Officer and be comprised of a combination of trapezoidal, windward/leeward types as generally prescribed in the IFWC Championship Rules or the sailing instructions. If conditions permit, a long distance race may be conducted.
8.0Scoring
8.1The scoring system will be the alternative system with 0.7 for first, 2 for second, 3 for third, etc.
8.25 races will be required to be completed to constitute a series.
8.3No score will be excluded until 4 races have been completed (a boards 2 worst scores will be excluded when 8 races have been completed).
9.0Alternative Penalties
For all classes rule 44.2 is changed so that the 720° turn is replaced by a 360° turn.
10.0Decisions of the Jury
Decisions of the jury will be final in accordance with rule 70.4.
11.0Prizes
11.1Prizes will be awarded at the discretion of the organising committee and allocated on the basis of the numbers of entrants in each division.
11.2It is anticipated that that prizes may be awarded in the youth (less than 20 years old) and masters (over 35 years of age) divisions.
11.3A minimum of 5 entries is required to constitute a division within a fleet.
12.0Team Support Boats
Team support boats will not be allowed.
13.0Launching and Retrieval.
Launching and Retrieval of boards shall be from ManlyBeach only.
