INTRODUCTION
This guideline will assist clients and Authorised Officers (AO) to prepare a manual export certification. Information on why a radioactivity is prepared is available on the Plant Export Operations Manual on the department’s website at
SCOPE
This guideline is for clients of the department who need to prepare radioactivity statement and for AO’s who issue radioactivity statements. Client means the exporter, exporter’s representative or person responsible for the prescribed goods presented for inspection.
This user guide should be used in conjunction with the General Certification Requirements user guide that is available on the department’s website at
This guide references electronic phytosanitary certificates that are issued through EXDOC. Exporters are to adopt EXDOC standards for all Phytosanitary certificate completion. This will allow them to ensure that all parties involved in the clearance of the consignment are familiar with a consistent standard of certification. ROLES AND RESPONSIBILITIES
The radioactivity statement is prepared by the client and completed, verified and issued by the Authorised Officer. The table below outlines the responsibilities of the client and the AO.

1.DECLARATION STATEMENT
This statement is certified by the Department of Agriculture based on information that has been provided by the Australian Radiation Protection and Nuclear Safety Agency (ARPNSA) and attests to specific information relating to:
- routine fall-out monitoring
- monitoring since the Chernobyl accident
- extensive testing since the Chernobyl accident of many agricultural products (including foodstuffs) and radioactivity levels.
The radiation statement text cannot be changed unless approved by the program.
2.PHYTOSANITARY CERTIFICATE NUMBER
Radiation Statements cannot be issued as standalone certificates. Enter the Phytosanitary Certificate number to which the certificate is related to.
3.COMMODITY
Enter the name of produce and the quantity. The name of produce is the primary descriptor of the product and should be a basic common commodity name (eg: barley, wheat, sorghum, mung beans, apples, grapes, carrots, capsicums, etc). It should also have sufficient detail provided on the certificate to allow the consignment to be readily identified.
The quantity declaredrefers to the number of packages or items for the particular product in the consignment and may also include the individual weight of the package
If a product does not have a common name, enter the botanical name.
If the product contains a mix or blend of ingredients, enter a broad commodity description such as stockfeed.
The inclusion of the following information is not permitted:
- Quality descriptors (i.e milling, hard type etc)
- Fruit class or grade
- Carton types (i.e CC,C6)
- Organic statements
VESSEL NAME AND VOYAGE NUMBER
Enter the ship name and voyage number (if known) or the aircraft and flight number. If the voyage or flight number is unknown - ‘SEA’, ‘AIR’, or ‘MAIL’ may be entered. The ship or aircraft is to be the international carrier.
4.CONTAINER NUMBERS
Enter the container numbers. The container numbers must be the same numbers that are recorded on the related phytosanitary certificate.
Seal numbers may be entered on the certificate underneath or next to (with a separating symbol) the relevant container number and are the responsibility of the exporter.
5.DATE
The Authorised Officer issuing the certificate must enter the date the certificate is signed. The date of the Radioactivity Statement may differ to that of the Phytosanitary certificate.
6.SIGNATURE OF AUTHORISED OFFICER
The Department of Agriculture Authorised Officer who is certifying to the details stated on the certificate, must record their name and signature.
7.LOCATION
Record the location of where the certificate is issued.
8.DEPARTMENT OF AGRICULTURE SEAL
All certificates issued (including any copies) must bear the department’s official stamp/seal, without this stamp / seal, the certificate is not valid.
