JOB DESCRIPTION: Program Manager

Job Title: Program Manager

The Arc of Central Virginia is expanding its services to increasingly meet the needs of the people with developmental disabilities that reside in Lynchburg and the surrounding counties. With the addition of a second Program Manager we will be able to increase the number of people served by our Day Support and Residential Services.

Job Synopsis: The Program Manager will work with the Director of Program Services and the Executive Director and other staff members to ensure that The Arc’s programs and services follow all guidelines for licensing and funding requirements as determined by the State of Virginia and Medicaid.

He or she ensures that The Arc provides quality programs and services to the individuals with developmental disabilities enrolled in The Arc’s programs. The Program Manager works with program staff to develop and monitor effective Individual Support Plans for the individuals enrolled in Day Support and Residential Services. The Program Manager will assume a leading role in the growth of our Residential Services.

Job Responsibilities:

1.  To have a thorough working knowledge of DBHDS licensure requirements and Medicaid regulations for service provision to individuals with developmental disabilities services in the State of Virginia.

2.  To conduct ISP meetings as required by licensing and funding sources and to include all appropriate people who are an essential part of the consumer’s support network.

3.  To assure that the philosophy of consumer choice is implemented and considered in programs and services.

4.  To prepare reports in a timely and accurate manner and maintain all records and documentation in a well organized and secure manner.

5.  To monitor the implementation of all programs to ensure that programs and services meet the highest standards of delivery.

6.  To work with the Director of Program Services and Executive Director and other as appropriate in the development and implementation of new or expanded programs.

7.  To participate in the intake process for new individuals entering the program.

8.  To work with individuals and staff to deal effectively with behavioral issues and concerns.

9.  To work with families and care providers on issues and concerns directly relating to their participation in The Arc’s programs and services.

10.  To work with administrative and direct service staff to evaluate programs and services.

11.  To represent The Arc in a professional manner with all funding and regulating agencies and to work to maintain positive and productive relationships with the community.

12.  To work with the administrative staff to carry out the mission of The Arc and the policy of the Board of Directors.

13.  To assist the administrative staff in planning and implementing special events and fund-raising activities.

14.  To attend all meetings and training sessions, as required.

Required Skills, Knowledge and Abilities:

1.  A thorough working knowledge of current licensure requirements and Medicaid rules for developmental disabilities services in the State of Virginia.

2.  The ability to work effectively with people including individuals attending the program, staff, providers, agency representatives, etc.

3.  The ability to maintain accurate records and detailed documentation according to standards required by licensing agencies and funding sources. .

4.  The ability to coordinate multiple projects and meet target dates.

5.  Written and verbal communication skills.

6.  Knowledge of computer word processing.

7.  The Program Manager must be able to maintain the highest standards in developing and monitoring Individual Support Plans to meet consumers’ needs and to assure the best possible program outcomes.

Education and Experience:

1.  Bachelor’s degree or above in developmental disabilities services, special education, psychology or a related human service field.

2.  At least three years of professional work experience in the field of developmental disabilities services in the area of supervision and/or monitoring.
