The Hungarian educational system

The Hungarian educational system consists of two parts:

- formal schools (secondary schools, colleges, universities)

- institutions of adult education (private businesses, educational institutions of

universities and colleges).

Students can get a basic qualification (e.g. a degree) at formal schools but they can get a special qualification at institutions of adult education (e.g. they can make a property manager). The National Educational Register (NER), which is managed by the National Council of Professional Training, contains the list of these qualifications. If somebody wants to be licensed for starting a private business, he/she has to obtain the necessary state accredited qualification.

The National Educational Register (NER) contains four qualifications of the real estate profession:

Estate agent Reg. No. 52 3439 02

Real estate valuer Reg. No. 54 3439 02

Condominium manager Reg. No. 52 7899 03

The system of professional training on the field of real estate was reregulated four times by the Minister who directs the bureau that is responsible for the housing and construction (or by his legal predecessor, the Minister of the Interior). The last reregulation happened on 5th August 2005 (Number of the ministerial decree: 26/2005.(VIII.5.) TNM).

All of the four activities on the field of real estate profession are regulated by Acts which were passed by the Hungarian Parliament.

2.1. PROPERTY MANAGEMENT TRAINING (Reg. No. 54 7899 03)

Courses have started: in 1999

Type of course:it provides an advenced-level qualification

Length of course:altogether 800 hours which contain 600 teaching periods of 45 minutes

Competences the students can get:

Managing real estates (condominiums, residential parks, shopping centres, office buildings, etc.). Doing management studies, working up investment, management anddevelopment proposals, including also the condominium management. The advenced-level training examines the real estates’ yields, market values, etc. from the point of view of the owners. Communication skills are essential for the successful property management.

Teaching methods:

Course consists of lectures, consultations, seminars, examinations and an intensive teaching period of three days with residence. During the course students have to do some homework which is a part of the parctical education. Course ends with doing thesis and with written and oral exams.

Assessment:

Students have to sit written and oral exams after the course.

Conditions of admitting a student to exam consists of taking part of the course and doing thesis. The written exam contains multiple-choice questions, analysing relations, essays, and calculations. The length of written exam are 180 min. The required minimum level is 60 per cent. At the oral exam students have to answer the topics which have been centrally confirmed. Oral exams are always arrangedby an examination board.

Qualification:

After passing exams students get a diploma (certificate).

According to the text of ministerial decree:

A property manager gets to know the real estate, and on the strength of a financial analysis he/she makes an offer for managing the real estate. On the basis of the contract he/she runs and keeps the real estate in good repair, manages and controlls the renewals and works up investment and development proposals.

2.2. ESTATE AGENT TRAINING (Reg. No. 52 3439 02)

Courses have started: in 1990

Type of course: it provides an intermediate-level qualification

Length of course: altogether 450 hours which contain 300 teaching periods of 45 minutes

Competences the students can get:

Mediation tradings and rents of real estates (buildings and lands). In the interest of charge’s performance seeking properties and guessing their market values. Collection and preparation of required data, documentations and documents.

Teaching methods:

Course consists of lectures, consultations, seminars, examinations and an intensive teaching period of three days with residence. During the course students have to do some homework which is a part of the parctical education. Course ends with doing thesis and with written and oral exams.

To work as an estate agent means mediation tradings and rents of real estates (buildings and lands), in the interest of charge’s performance seeking properties and guessing their market values, collection and preparation of required data, documentations and documents.

2.3. CONDOMINIUM MANAGEMENT TRAINING (Reg. No. 52 7899 03)

Courses have started:in 1999

Type of course: it provides an intermediate-level qualification

Length of course: altogether 400 hours which contain 250 teaching periods of 45 minutes

Competences the students can get

Managing condominiums (on the strength of the Act about Condominiums), promoting their operations, keeping the real estate in good repair, preparating of renewals. Doing management studies andworking up thedevelopment proposals.

Teaching methods:

Course consists of lectures, consultations, seminars, examinations and an intensive teaching period of three days with residence. During the course students have to do some homework which is a part of the parctical education. Course ends with doing thesis and with written and oral exams.

2.4. REAL ESTATE VALUATION TRAINING (Reg. No. 54 3439 02)

Courses have started: in 2005

Type of course:it provides an advenced-level qualification

Entry requirements:

Basic qualification:General Certificate of Secondary Education (GCSE)

Professional prequalificationEstate manager (Reg. No. 52 3439 02)

Required occupational experience:

2 years with a degree in Technological Studies or in Economics or in Laws. Otherwise 5 year occupational experience is required.

Length of course:

altogether 600 hours which contain 500 teaching periods of 45 minutes

Competences the students can get:

Real estate valuation is a special work which contains the appraisal of all kinds of real estates and rights are connected with them. It supposes having knowledge of real estate markets and field of estate agency (Reg. No. 52 3439 02).

Teaching methods:

Course consists of different modules. Students have to do 10 modules. Modules „A” are compulsory because they contain the course’s corpus. Written and oral exams are based on compulsory these modules. Modules „B” and „C” coach students for doing their thesis. Modules „B” and „C” are optional but everybody has to do two from modules „B” and one from modules „C”. Modules „B” are from special fields of valuation and modules „C” provide to improve the managing skills.

Each module consists of

  • lectures,
  • consultations and
  • seminars.

The class work is completed with self-study. FÜTI OMEGA Ltd. provides coursebooks and offers other technical literature to the individual study.

Each module (except Module „A-VI”) ends with a test. The required minimum level is 60 per cent. At the end of the Module „A-VI” students have to do homework.

The whole course ends with doing thesis and with written and oral exams.

A real estate valuer has to know the characteristics of the real estate market and of the particular property (buildings and lands). He/she has to determine its value with using concepts, methods and procedures are defined by the European Valuation Standard. He/she has to be able to lead and to controll the work of different experts. He/she has to document his/her results.
