Background and situation analysis / Current strategic plan for NPTCCD covers the period from 2001-2005. The importance of having a strategic plan for TB control in the region covering the next ten years (2006-2015) with a long-term view of reaching the TB targets under the MDGs was stressed during the annual meeting of the national TB progrmme managers of the Region held in New Delhi in February 2005.
Specific objectives / To review the current TB control programme and prepare Ten-year Strategic Plan (2006-2015) and Five-year Action Plan (2006-2010).
Expected output / Draft Strategic Plan (2006-2015) and Action Plan (2006-2015)
Technical justification / Current strategic plan for NPTCCD covers the period from 2001-2005. It is very important to prepare the strategic plan for the next ten years, which will be a guiding document as well as an advocacy document for the programme. Applying appropriately, the steps taken for timely implementation of the Action Plan will be observed as the follow up actions.
Time-frame / 1 June – 15 July 2006
Budget estimate / - US$ 16,500 for the Consultant for one month
- SLR 200,000 for meetings of the partners and other expenses (pl. see the annexed details)
Methodology / Technical services of a Short Term Consultant will be obtained to prepare the proposed plans. Series of meetings will be held with the partners to obtain their inputs and the strengths and weaknesses analyzed through review of the current programme, would be used appropriately in preparation of the proposed plans.

Background

The current strategic plan for the National Programme for TB Chest Diseases (NPTCCD) covers the period from 2001-2005. The importance of having a strategic plan for TB control in the region covering the next ten years (2006-2015) with a long-term view of reaching the TB targets under the MDGs was stressed during the annual meeting of the National TB Progrmme Managers of the Region held in New Delhi in February 2005. In the 58th WHA held in May 2005, Resolution on Sustainable Financing for TB control was passed and this resolution calls for delivering and expanding quality DOTS under the concept of a universal standard of care for all TB patients; meeting challenges posed by HIV and anti-TB drug resistance, and mobilizing all partners and civil societies against TB. The newly developed Strategic Plan and Action Plan have to address all these issues.

Scope of services

Working closely with the NPTCCD, the STC will perform the following –

·  To review the current TB control programme and determine the progress achieved.

·  To develop the Ten-year Strategic Plan (2006-2015) and Five-year Action Plan (2006-2010) for the National Programme for TB Chest Diseases.

·  To identify the new targets and indicators.

·  To assess the capacity of the current NPTCCD to implement the Action Plan and recommendations to strengthen the capacity.

Desired Qualification and Experience of the STC

Medical Doctor and Degree in Public Health

Extensive experience as Public Health Consultant in related field and developing plans for TB in the developing countries.

Duration

One month between the period from 1 June – 15 July 2006 in Sri Lanka.

Expected Output

Ten-year Strategic Plan and Five-year Action Plan for the NPTCCD.

The final draft of the “Ten-year Strategic Plan” and “Five-year Action Plan” should be submitted to Director/NPTCC within one month from the commencement of the consultancy.
