This form is designed for individuals who are entering the credential program and are requesting to waive the initial educational technology requirement. This waiver process is designed for teacher candidates who have previously completed coursework in educational technology or had professional experiences in educational technology that are commensurate with the course outcomes.

EDUC 422 has three parts, each of which may be waived individually. Please be aware that there are two waiver paths:

1. Waive the entire course – all three sections must be passed

2. Waive one or more sections of the course

The CSUSM educational technology waiver process is based on the International Society for Technology in Education’s (ISTE) National Educational Technology Standards for Teachers (NETS*T) and the specific needs for the COE credential program. The following three areas must be addressed:

A. Educational Technology Basics

The EDUC 422 course sets the stage for addressing the standards in the credential program. EDUC 422 specifically addresses:

NETS*T I – Technology Operations and Concepts (fully met)

NETS*T II – Planning And Designing Learning Environments And Experiences (Partial)

NETS*T III – Teaching, Learning, And The Curriculum (Partial)

NETS*T IV- Assessment And Evaluation (Partial)

NETS*T V – Productivity and Professional Practice (fully met)

NETS*T VI – Social, Ethical, Legal and Human Issues (fully met)

B. Technology Tools for Learning

As part of the portfolio for Standard 1, candidate must include examples of their ability to use and understand specific software packages designed to enhance student learning. These include: Inspiration/Kidspiration, Pixie by Tech4Learning, InspireData by Inspiration, and Timeliner.

C. Introduction to the Electronic Portfolio

The course provides teacher candidates with the skills to develop their electronic portfolio as they progress through the teacher preparation program. Candidates will use the electronic portfolio to document their progress in meeting the Teaching Performance Expectations (TPEs) as defined by the California Commission on Teacher Credentialing.


The planning (NETS*T II), teaching (NETS*T III), and assessing (NETS*T IV) standards are completed during the program to meet educational technology requirement for the credential verifying that teacher candidates are able to effectively and appropriately apply technology in teaching and learning with students during their student teaching experience. The combination of the EDUC 422 and the embedded experiences meet the CSUSM TPE #14 on Educational Technology.

Two Ways to Submit Waiver Request:

“What do I submit?”

1.  Submission of a transcript and associated syllabi of coursework showing a grade of C+ or better in which the ISTE standards above have been met as part of the coursework. [See www.iste.org for a description of the ISTE National Educational Technology Standards (NETS) and the electronic portfolio development competencies for Teachers]. To submit a waiver request based on course work, you must include the following:

a.  Blue Course Waiver Form (Be sure to state which portion of the course (A, B, C or all) you are requesting for waiver.

b.  Transcript showing C+ or better in coursework.

c.  Syllabus from course(s) being considered.

2.  Submission of an electronic portfolio of work organized by the ISTE NETS for Teachers focusing on Standards 1, 5, and 6 completely and 2, 3 and 4 at a basic level in a TaskStream DRF (www.taskstream.com). The portfolio should be organized according to the guidelines provided in section EDUC 422 Waiver Portfolio Guidelines. Please be careful to ensure that you have addressed all the elements listed.

“Where do I submit the packet defined above?”

Submit the completed packet #1 OR #2 above to the College of Education Student Services Center located on the 4th floor of University Hall.

“When and how will I hear the results of the request?

You will receive a notification via email of the assessment of your coursework or portfolio. Faculty regularly review the waiver requests and attempt to return them in a timely fashion. University holidays and intense periods during the semester can cause delays. However, if the packet is not complete, the request may be delayed in requesting a resubmission. Please check the completeness of the packet prior to submission. Please do not hesitate to contact the Student Services Center if you have not heard the results in 30 days.

“Will I get the packet or portfolio back?”

No. The request becomes the property of the College of Education. Make sure you keep a complete copy of all work submitted. If you are submitting a portfolio, retain an electronic copy of all writing and artifacts, as it will eventually become part of your teacher credential assessment program portfolio.

EDUC 422 Waiver Portfolio Guidelines

The following guidelines are designed for teacher candidates who wish to waive ALL sections of the CSUSM Educational Technology requirement for entry into the program. If you wish to waive only a portion of the requirement, use the following guide:

To waive:

A. Educational Technology Basics / Complete #1, 2, 3, 5 and 6 below. The portfolio can be submitted in paper form with a disk containing the digital copies of the artifacts referenced.
B. Technology Tools for Learning / Completion of #1, 2, 3, 4, 5 and 6 below. If the portfolio is submitted in paper form with disk containing digital copies of the artifacts referenced, then waiver for both Parts A and B are considered.
C. Introduction to the Electronic Portfolio / Completion of A B are necessary to request waiver from Part C. Submission of the portfolio in a TaskStream DRF including narrative and artifacts from A and B. An additional requirement to complete this section is the listing of all artifacts used for the portfolio on the Portfolio Tracking Sheet (found on the COE Web site) listing the artifacts and classifications for each artifact marked under the TPE 14 (NETS standards) on the tracking sheet.

Your portfolio must contain the following sections:

1.  Title Page – Contains the title “Waiver Request for CSUSM Educational Technology Competency, your name, contact information, and attached to the blue waiver form submitted to student services. A copy of the scanned, signed, Statement of Own Work form. (See Page 7)

2.  A Statement of Context – A statement that introduces you and describes where and how you gained expertise in the areas described in the standards. Attach this sheet to the blue waiver form submitted to student services.

3.  Reflective narratives fully addressing ISTE NETS*T - I, V, and VI. Each of these three narratives are to be included under a separate heading in the portfolio. Each reflective narrative should address three questions below. These questions may provide the bullet points for each narrative:

So What? Reflect on what was learned and how this leads to meeting the standard

What? A list of artifacts that are used as evidence of meeting the standard.

Now What? Address implications for future learning needed in the area and your current plan for meeting that need.

Artifacts – The “What?” area of your narrative should list each artifact included as attachments in the portfolio. You should also reference the documents within the narratives for emphasis. Be specific about evidence of meeting each area (NETS I, V, and VI).

4. Reflective narratives for Standards II, III, and IV at an entry level. (These three standards will be completed as part of the professional preparation coursework. If you are currently enrolled, or finished the credential coursework, submit reflective narratives for all standards). Include the following Required Artifacts for these three NETS – Embedded in your response to the standards, you must include a minimum of the following items. You may include other items as appropriate.

Word processed document (in Microsoft Word) that uses at least two fonts, type sizes, formatted table, descriptive footer and is free of spelling and grammatical errors.

A personalized desktop published classroom newsletter (in Microsoft Word) with columns.

PowerPoint Presentation or HyperStudio Stack indicated effective use of text, graphics, transitions and educational content. Appropriate references are made to works of others.

Spreadsheet (Using Excel – budget or grade sheet with formulas and formatting)

Database (Using Access, Clarisworks/Appleworks, Filemaker Pro, etc)

Inspiration Map

Pixie by Tech4Learning (graphic related to educational topic)

Timeliner by Tom Snyder (Example custom timeline)

Spreadsheet and graph designed through InspireData by Inspiration

Web site evaluation, based on an appropriate tool for evaluation, with one page summary.

Educational software review based on an appropriate tool for evaluation, with one page summary and recommendation.

One minute video (in .mov format), edited using iMovie or MovieMaker, with educational theme (you must present a topic in the video). Include a summary of the educational purpose and content of the video.

Electronic communication evidence showing professional use of email or chat.

5. Statement of Own Work – Attach a completed Statement of Own Work form to your waiver request. No waiver requests will be evaluated without the signed statement. The Statement of Own Work form is on Page 7 of this form and also can be found on the CSUSM-COE website.

6. For A and B: CD – Burn a CD of the completed portfolio for submission for A and/or B. All files must have appropriate extensions (.doc, .xls, etc). If files are not functional, the CD will be returned to you. For C: subscribe to TaskStream and include all work in a TaskStream DRF format (www.taskstream.com).

The scoring rubric below represents where a teacher should be when they have gained experience in the classroom. What is not apparent on the rubric is that if a standard is not reached at even the NOVICE level, a score of 0 is recorded. For the purposes of meeting the requirements for this waiver, you must score at least at the APPRENTICE level on each criterion for NETS II, III and IV and PROFICIENT for NETS I, V and VI.
