1. / Welcome & Introductions / Information:
Moira welcomed everyone to the network and asked everyone to introduce themselves. Deborah Jones from RedQuadrant (RQ)and Tracy Redpath of Stafford Borough Council (SBC)were welcomed as presenters.
2. / Service Transformation Opportunities Systems – Deborah Jones, RedQuadrant & Tracy Redpath Stafford Borough Council / Information:
Deborah explained that The Service Transformation Programme (STP) is comprised around four key modules, which together cover all aspects of change management and business transformation for local authorities. The modules are:
Module A: overview of service transformation methodologies
Module B: Designing & delivering local services with the customer in mind
Module C: Cost savings & efficiency
Module D: Facilitation & change management.
RQ have rolled out the STP to 33 London Boroughs (LBs), some of which were bespoke for some councils e.g. LB Hillingdon. Train the Trainer sessions have also been delivered at some LBs.’
Tracy, from SBC had shared her experience from undertaking Modules A & C and explained that the training had utilised potential real life situations, which had brought the training to life.

3. / Matters arising from the last meeting – 6th October 2011 / Information:
In July 2011 East Midlands Councils (EMC) sent out a survey about the type of Learning and Development/Organisation Development areas authorities were focusing on and which aspects they would be interested in exploring further with others in the region.
The survey feedback showed that 100% of the respondees said that being part of a network to share expertise and information was particularly useful. Unfortunately as this is not reflected in the attendance at the network meetings, it was agreed that EMC would ask a few additional questions to help structure the network to meet the needs of those who attend more effectively and to encourage more people to attend in the future.
4. / Learning and Organisational Development Survey Feedback Discussion / Moira informed the Network that a survey sent out in January 2012 asked three additional questions:
·  how many meetings per year?
·  what topics would people like to hear about?
·  how were people dealing with initiatives, which still needed to be addressed but no longer in vogue?
Moira went on to say that eleven people responded to the survey and the Network went on to discuss the results and how to encourage more people to engage.
It was agreed that future meetings would include the following:
►  Sharing experience & learning/ problem solving
►  What is happening nationwide
►  Hot topics – what is emerging
►  Share what each other are doing and what is going well; learn from each other
►  Horizon gazing
►  Short bite size learning e.g. evaluation - ROI
5. / Nominations for the Chair of the network / Information:
It was agreed that there would be a volunteer Chair at each meeting.
6. / AOB / Information:
Although over 50% of the survey respondees had said their preference was for three meetings per year, the Network opted for staying with four.
Action:
Include an additional meeting before the end of the year and move the meeting scheduled for January 2013 back to March 2013 - See below. / MH
