MEETING MINUTES

February 16, 2010

OPENING AND ATTENDANCE

The regularly scheduled meeting of the Law Enforcement User’s Group was held at Dover Police Department, Dover, DE 19904. Cpl. Bob Abbott called the meeting to order at 9:34 a.m. Those in attendance included:

I. REVIEW OF DECEMBER MINUTES

A motion to approve the minutes from the December 9, 2009 Law Enforcement User’s Group meeting was made by Mr. Carl McIlroy and seconded by Cpl. Mike Hibbert. The group unanimously approved the minutes and the motion was carried.

II. OLD BUSINESS

Automated System Usage Statistics – Were reviewed by the attendees and everyone was made aware of the added usage statistics for the E-CRASH program. Those statistics were taken for the entire month of January 2010.

DELJIS Development Progress Report - An overview of the Development Progress Report was given to the attendees so they could track progress on action items listed. Ms. Bell also stated there will be a future report generated to show all of the current projects and requests that the staff at DELJIS is doing. This added report will let users know that the DELJIS team is consistently performing to adhere to the requests that are made. Allowing the users to see what we are working on can give a better idea of why some requests are not done immediately.

o  Tow Slip –Some of attendees had several questions in reference to tow slip. One of those questions was whether or not dispatchers at certain police departments could have the ability to release the vehicle without waiting on an officer to do so. Another concern was that there is no default county loaded and would like to have that default added into the program. There are no specific towing companies assigned to the police agencies on which one to contact. Along with E-Crash a change/verification was requested to see if the sequence of the driver relationship to the vehicle can be corrected/added; which will allow for the officer and the driver to determine the correct individuals. Ms. Patricia Virdin presented an example of this that individuals are linked by vehicle first and not driver first. DELJIS will address these issues.

Live Scan Interface – Ms. Peggy Bell reassured the attending individuals that the interface is on hold until the vendor is ready to begin testing.

o  Sealed Warrants – DELJIS is currently working on the method to create a selected warrant interface and that will be ready 2010. The MOU will be done shortly.

o  Print Routine – The subject has been reviewed of creating large batch jobs for tickets to be printed but a resolution has not been reached at this time to how this will occur or when.

Records Approval – Ms. Rigby reports that there are no new issues at this time and any resolutions to prior concerns are moving towards a resolution.

GPS Locator Tool – Mr. Ken Allen inquired if DELJIS plans to remove the LAT/LONG from e-ticket. This feature is currently used by DSP and the program “freezing” was discussed. Mr. Carretto stated that the cause of the problem with the GPS is possible when the officers are shutting down the application to soon and that certain connections are also a possible reason for the problem. Additionally officers need to sign into SSL to get their download in a timely manner.

NIBRS – Ms. Renee Rigby stated that a reminder was sent out to the agencies to inform them that the reports need to all be in by March 1, 2010. Special runs have been completed for certain agencies to show what is and what is not completed. If a manual criminal summons is done they must be legible. Also pat prints are required for both manual and automated summons. Ms. Peggy Bell stated those criminal summonses need to be addressed immediately. Ray Sammons from DELJIS will be reviewing the pending non-sworn every 30 days for completeness.

E-TICKET – In the future E-Ticket will be merged into E-Crash. The locater tool is still currently being worked on through cooperation by DELDOT and DELJIS. When there is a change that needs to be made to the locator tool; DELJIS is able to have the issue resolves quickly with the help of DELDOT. If there are any issues, concerns or questions please continue to contact the DELJIS help desk. Merging E-Ticket and summons together as one is still being processed. One concern was that officers were deleting the warrant after the traffic is issued. Users would like to have all criminal charges first and then the traffic charges to be second. A report was run to show how much fines and court costs were being accumulated for each agency.

LEISS.Net – There are no new updates just a reminder for officers to download the updates that are needed for reports that are being pulled down to be reviewed. This is not intended to change every time a preview is done the messages have to be deleted. A tool can be added to the delete section by the viewer; which will allow them to delete all messages. The attendees along with Ms. Bell, Ms. De Barr and Mr. Carretto discussed this addition to the program and all agreed to go forth with a solution. Another question was raised by Chief Phillips about when a DV report is taken can the officers mark the check box for DV services needed; all agencies need to agree whether the box needs to be defaulted at all times.

COGNOS – The application is working as planned and with no problems.

E-CRASH – A question was raised Sgt. Mike Walsh as to whether or not a document can be added as a supplement to the report. There was a question concerning the proper way to do attachments. Mr. Carretto has already developed a fix for issues such as this and will get in touch with the appropriate individual on a needed basis. An example of property damage was reviewed and the possibility of having a default for N/A instead of leaving the field blank. The reason why is because insurance companies look at the report and see a lot of blank fields and are curious as to why. Dave Elwood brought up the discussion of out of state drivers licenses and Mr. Carretto is fixing the application to allow for the correct state and county to show when entered into the report.

III. NEW BUSINESS

No new business was discussed during the meeting.

IV. ADJOURNMENT

With there being no further business to discuss Cpl. Dave Elwood made a motion to adjourn the meeting. Sgt. Mike Walsh seconded the motion and it was unanimously carried. The meeting was adjourned at 11:15 a.m.
