CONSIDERATION OF A RESOLUTION AUTHORIZING THE EXECUTIVEDIRECTOR OR DESIGNEE TO NEGOTIATE, EXECUTE, AND AMEND A CONSOLIDATED LABORATORY ANALYTICAL SERVICES AGREEMENT WITH THE DEPARTMENT OF HEALTH SERVICES (DHS) FOR

FISCAL YEAR (FY)2001-02

DISCUSSION

Each year the State Water Resources Control Board (SWRCB) negotiates for the LosAngeles Regional Water Quality Control Board (LARWQCB) and the ColoradoRiver Basin Regional Water Quality Control Board (CRBRWQCB) a laboratory services contract with DHS. The contract value is $275,000 per year, which needs a resolution from the SWRCB before implementation.

POLICY ISSUE

Should the SWRCB authorize the Executive Director or designee to negotiate, execute, and amend a consolidated laboratory analytical services agreement with DHS in an amount not to exceed $274,557 to provide laboratory analytical services for the LARWQCB and CRBRWQCB?

FISCAL IMPACT

The expenditure authorities for this contract are already contained within each of the affected RWQCBs’ budgets. There is no additional fiscal impact created by this resolution.

RWQCB IMPACT

Yes. LARWQCB and CRBRWQCB.

STAFF RECOMMENDATION

That the SWRCB authorizes the Executive Director or designee to negotiate, execute, and amend a consolidated laboratory analytical services agreement with DHS in an amount not to exceed $274,557 to provide laboratory analytical services for the LARWQCB and CRBRWQCB.

AUTHORIZING THE EXECUTIVE DIRECTOR OR DESIGNEE TO

NEGOTIATE, EXECUTE, AND AMEND A CONSOLIDATED LABORATORY

ANALYTICAL SERVICES AGREEMENT WITH

THE DEPARTMENT OF HEALTH SERVICES (DHS)

FOR FISCAL YEAR (FY) 2001-02

WHEREAS:

The Los Angeles Regional Water Quality Control Board (LARWQCB) and theColoradoRiver Basin Regional Water Quality Control Board (CRBRWQCB) have a need for laboratory analyses of water quality samples to be taken at various locations in FY 2001-02 to support regulatory and basin planning activities and special projects.

The DHS, which has provided laboratory analytical services since 1976, has agreed to provide the requested services in FY 2001-02.

THEREFORE BE IT RESOLVED THAT:

The SWRCB authorizes the Executive Director or designee to negotiate, execute, and amend a consolidated laboratory analytical services agreement with DHS in an amount not to exceed $274,557 to provide laboratory analytical services for the LARWQCB and CRBRWQCB.
