THE MINUTES OF ROLLESBY PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30 pm ON MONDAY 19THSEPTEMBER 2016

MEMBERS PRESENT

Mr R. Tacon (Chair), Miss R. Rudrum (Vice Chair), Mr S. Day, Mrs L. Castillo, Mr R. Hawkins, Mrs C. Dickson (Parish Clerk), Borough Councillors Mr B. and Mrs M. Coleman, and 1 member of the public.

2. MINUTES

The minutes of the meeting held on 18th July 2016 were agreed to be correct, and were signed by Mr. R. Tacon as Chair of the Parish Council

3. MATTERS ARISING

There were no matters arising.

4. PUBLIC PARTICIPATION

a) Borough Councillors B. and M. Coleman thanked the Council for their Golden Wedding anniversary card. They had nothing to report from Great Yarmouth Borough Council

b)A resident wished to voice concern on behalf of herself and 2 other residents about the work that has taken place along Back Lane to improve the flooding problem. The last rainstorm resulted in even more flooding on the bend with the water reaching the bus stop and the first cottage on the right. Extra drainage and a path has been part of the work but it was commented that it was exceptional rainfall and it was thought the work was temporary in nature.

There is also a hole that has appeared over time opposite Woodlands at the start of the track. It has work away and the underneath of the road can be seen. It has had a temporary fill of rubble and cobbles. Clerk to report to Highways.

The resident was also concerned about speeding cars along Back Lane, but it was felt by the Council that there is very little that can be done apart from reporting it as an occasional problem.

There is also a problem with noise nuisance from the dog breeder in Spring Cottages on Main Road. It is believed he has excess of the number he is allowed. The resident had reported it to Environmental Health and they had visited but requested that the Council also report the problem and see if anything further can be done.

c) Neighbourhood Plan - Mr S Day reported that there is a meeting next week planning the next steps forward. The Clerk has signed the Council up to the Ordnance Survey for access to the maps specifically for the Neighbourhood Plan.

5. CORRESPONDENCE

a) Letter from Essex and Suffolk water letting us know from next year the Council can choose who provides our retail water and sewerage services.

b) GYBC review of Dog Control measures and the next steps for public consultation and introduction of Public Space Protection Orders.

c) The Broads Authority have advised of a public consultation on their revised draft Broads Plan 2017. The consultation will run from 17th October to 30th December

6. PLANNING

a) 3 Meadowview, Low Road, Rollesby – garden room & garage - no objections

b) Spring Cottages, 5 Main Road, Rollesby – outbuilding conversion - no objections

c) The Stables, Heath Farm Barns, Heath Road, Rollesby – retrospective carport, pagoda, shed - no objections

d) Keepers Cottage, 7 Council Houses, Court Road, Rollesby – retrospective annexe - Clerk to make objections based on retrospective nature of application, not adhered to planning rules therefore no quality control.

e)Lancelot House, Court Road, Rollesby - reduction in barn size & relocation - no objection to barn but Clerk to query new entrance.

9. COMMITTEE REPORTS

a)Playing Fields – nothing major to report. The grass cutting has been a bit hit and miss. 2 dead trees have been removed and new ones are to be planted in November.

The school has put 2 banners on the railings without permission.

b)Allotments – there has been a enquiry about the availability of an allotment.

10. FOOTPATHS AND HIGHWAYS

a) Village drainage issues – there is going to be a forthcoming inspection of the Highways in Rollesby. Clerk to report the flooding along Back Lane, erosion under the roadway at Woodlands, and various markings round pot holes that have not been filled. The drains have still not been rodded and the Horse and Groom floods in heavy rain.

11. PARKING AT THE PLAYING FIELD

Mr R Tacon had a meeting with Louise Hinton the Head of Rollesby Primary School regarding parking on the Playing Field car park. They now have a lady out monitoring the parking situation mornings and evenings and she is turning away cars once there are 40 in the car park. Mr Tacon provided them with some barrier tape so they can mark off the path so it is not parked on. They are noting when the gates are being opened and closed for their use. They have put an item in their newsletter regarding the parking and what is acceptable. They are of the opinion that the threat of a fine should be made aware to the parents as a deterrent for bad parking.

It was commented that the hedge bordering the school and the tennis court is quite overgrown making the path slightly more difficult. S Day will arrange for it to be trimmed back.

A new agreement with the school will be drafted and sent to the school by the Clerk. And the bill for this year’s parking.

The school is trying to encourage walking and cycling to school instead of driving. They are also drawing up a calendar of evening events so it will be clear when the car park will be in use.

12. COMMON LAND

Following on from the discussions at the last meeting Mr R Tacon proposed that a path be cut through the overgrown grass through to the clearing in the middle of the common land, and that also be trimmed back so the area can be used for parishioners. This would be reinstating access that has lapsed over the past few years. The Clerk is to seek a price for this.

13. ANY OTHER BUSINESS

It was suggested a list of assets should be drawn up, including the Bowls club land.

A query was raised about the ownership of the land round the pumping station along Back Lane. A neighbour has planted flowers and there is now a fence. It is not Parish Council land but believed to belong to the water company.

The hearing regarding the purchase of the land for the new graveyard will be on the 10th October.

14. CLOSE AND NEXT MEETING

The Council agreed to meet again on Monday 17thOctober at 7.30 pm in the Village Hall. The meeting closed at 9.17 pm.
