Perfetto called the meeting to order at 7:00 p.m.
Agenda – Airport Entitlement Fund Transfer and Standardized Field Sobriety Training were added to administrator. Motion by Goutermont, second DeRosier to approve the agenda as amended. MOTION CARRIED.
Consent Agenda – Motion by DeRosier, second Goutermont to approve the minutes of the January 4 regular Council meeting and the October 2015 Treasurer’s Report. MOTION CARRIED.
Petitions, Requests and Communications
Day at the Capital – There was discussion about this event, the budget, and who will plan to attend. Motion by DeRosier, second Goutermont to approve the expenses for the Day at the Capital event in St. Paul on March 22-24, as presented. MOTION CARRIED.
City Administrator
Resolution 2016-09, Beaver River Easement, Golf Course – The Council reviewed the damage from the 2012 flooding, and Fralich read a message from the golf course manager about this issue, and ongoing damage from erosion. The Council reviewed a conservation easement for land on either side of the Beaver River at the golf course and it was noted that this easement would restrict development of this area, and there was discussion about current trout stream restrictions, and it was noted that the Beaver River is a designated trout stream. Schutte reviewed this document and the work that is needed on a destabilized section of the river, the funding available, and the conditions and restrictions of this funding. The Planning and Zoning Commission recommends approval of this easement. There was discussion about future development around the golf course, the Comprehensive Plan, public access to the easement area, monitoring and maintenance of the easement area, who would be paying for this maintenance, how this river development would or would not affect the golf course and the portion of the river that runs through the golf course, what might happen if no work is done on this portion of the river, what might happen if there is another flood event, who would pay for future potential damage, and other documents required for this project. This issue was tabled.
Custodial Services, Library – The council reviewed two bids for custodial services at the Library. There was discussion about proof of insurance for independent contractors. The Library Board recommends approval of this contract. Motion by DeRosier, second Goutermont to approve a contract with Gillian Lattin for custodial services at the Library. MOTION CARRIED.
Airport Entitlement Fund Transfer – The Council reviewed the FAA entitlement fund program, and it was noted that starting in 2015 the airport is no longer receiving entitlement funds. Motion by Goutermont, second Hoff to transfer $150,000 of the 2013 expiring entitlement funds to the Chisholm-Hibbing Airport Authority. MOTION CARRIED.
Standardized Field Sobriety Training – Motion by Goutermont, second DeRosier to approve officers McGrath and Leibel to attend the Standardized Field Sobriety Training in Grand Marias on January 23 and 24 for a one night motel stay of $89 plus tax for each officer, plus regular meals and mileage. MOTION CARRIED.
City Attorney – No other business was presented by the attorney.
OLD BUSINESS – No old business was presented.
NEW BUSINESS
Board Appointments – The Parks and Recreation Board recommends appointment of Justin Mayne, and the Planning and Zoning Commission recommends appointment of Jody Reineccius. Motion by Goutermont, second Hoff to appoint Jody Reineccius to the Planning and Zoning Commission, and to appoint Justin Mayne to the Parks and Recreation Board. MOTION CARRIED.
Claims – Motion by Goutermont, second Hoff to approve payment of $70,409.22 paid claims and $9,172.44 in unpaid claims. MOTION CARRIED.
Motion by Hoff, second Goutermont to adjourn at 8:55 p.m. MOTION CARRIED.
