The bill creates a special license plate for members of Ducks Unlimited. A ten dollar ($10) payment will be made to support the conservation efforts of Ducks Unlimited for each initial and renewal fee. The county clerks will receive a three dollar ($ 3) fee for issuance and renewal as well. The provisions to take effect 1 January 2001. The money remitted will benefit wetland conservation in Kentucky.
FISCAL EXPLANATION/BILL PROVISIONS / ESTIMATED COSTThe effect of this bill is indeterminable, but ought to be minimal. The bill mandates extra effort by county clerks to process applications and renewals, forward applications and renewals, accept and account for the application or renewal fee. These efforts will require the expenditure of staff time and resources. However, the Clerks Association believes that the three dollar ($3) application and renewal fee adequately covers this expenditure. It is also unknown how many of these license plates the public will be applying for. Therefore, a total cost can not be estimated, but it ought to be covered by the application or renewal fee.
