Tenth Fleet qualifies 35 Information Dominance Warfare Officers

Fort George G. Meade, MD (NNS) – U.S. Fleet Cyber Command / U.S. Tenth Fleet (FLTCYBERCOM/C10F) announced the winner of the 2010 FCC/C10F Staff Sailor of the Year Nov. 18.

Legalman First Class (Expeditionary Warfare) Richard R. Cocklin, a native of ???, was selected from a field of extremely qualified candidates.

“I am very proud and honored to be selected as the first FCC/C10F Sailor of the year,” said Cocklin. “I understand I have an example to set for our future Sailors of the year and I want to ensure I do a good job.”

According to Headquarters Staff Senior Enlisted Leader, Sailor of the Year boards are always difficult when you have a command full of top-performers.

...and that is what we received, which made our inaugural SOY board that much more difficult. In addition to his support to the Commander as Fleet Legalman, LN1 Cocklin took the initiative to stand up the Staff Command Career Counselor program and MWR Committee, and also mentored over 35 second class petty officer in the Fort Meade-area E5 to MCPON program. Petty Officer Cocklin epitomizes the Navy's core values and is a clear leader among his peers. His Shipmates and family should be very proud!

CAPT Denise Stich, The staff Judge Advocate said Cocklin epitomizes the complete Sailor and is a terrific representative of the Navy.

“From my personal observations as his supervisor, Petty Officer Cocklin is most deserving of this recognition, she said. “He stands out among his peers because he not only is an outstanding legal specialist in his assigned rating but also a superior leader with great initiative.”

Throughout the year, his efforts have benefited important command programs such as Sailor career development and morale and welfare. Petty Officer Cocklin is definitely one of the best Sailors that I've been privileged to serve with during my 24 years in the Navy.

Cocklin will represent FLTCYBERCOM at the Vice Chief of Naval Operations Shore SOY competition in late 2010 in Washington, D.C.

The IDWO warfare insignia, along with its enlisted counterpart, the Enlisted Information Dominance Warfare Specialist insignia, are manifestations of the Navy’s commitment to recognize the level of expertise in the information domain, and establish the Information Dominance Corps as a core warfighting capability.

Rear Adm. William E. Leigher, deputy commander of FLTCYBERCOM/C10F, highlighted the importance of bringing together information-centric communities to provide the Navy with an enhanced capability.

“We all have something unique to bring to the Navy, but when you put it together as an Information Dominance Corps, it really gives the Navy a capability that we never had before,” he said. “We all have a different set of experiences that we continue to build upon. Those now become intertwined experiences as we work through the real mission sets across the IDC to shape the information sphere and to project power across that sphere for the Navy.”

The Information Dominance Corps was created to more effectively and collaboratively lead and manage the officers, enlisted and civilian professionals who possess extensive skills in information-intensive fields. These fields include: Information Professional Officers, Information Warfare Officers, Naval Intelligence Officers, Oceanography Officers, Space Cadre Officers, Aerographer’s Mates, Cryptologic Technicians, Intelligence Specialists, Information Systems Technicians and military and civilian personnel in the fields of information, intelligence, counterintelligence, meteorology and oceanography.

U.S. Fleet Cyber Command/U.S. Tenth Fleet serves as the Navy’s central operational authority for cyberspace operations supporting forces afloat and ashore. The new command operates a secure, interoperable Naval network and coordinates the Navy's operational requirements for cyberspace, cryptology/signal intelligence, information operations, and space capabilities.
