EXECUTIVE COMMITTEE

LAS VEGAS, NV

The Executive Committee of the National Council of Legislators from Gaming States (NCLGS) met at the Rio All Suites Hotel & Casino, Las Vegas, Nevada, on Saturday, January 5, at 11:30 a.m.

Rep. Jim Waldman, NCLGS President, presided.

MINUTES

The Executive Committee accepted the minutes of its last meeting on June 16, 2012, in New Orleans, Louisiana.

ADMINISTRATION

ATTENDANCE

Ms. Nolan reported that meeting attendance just under 100, with near 20 legislators, including six legislative newcomers from Florida and Louisiana.

DUES

Ms. Nolan reported that dues had been collected from all but two states—Florida and Alabama. Legislators from those states assured the Executive Committee that the dues were forthcoming.

FINANCIALS

The Committee voted to accept the NCLGS and NCLGS Foundation unaudited financial statements for June 30, 2012.

COMMITTEE REPORTS

The Committee voted to waive Committee reports due to time constraints.

SPECIAL SESSIONS

Rep. Keeley spoke of the benefit of the Friday morning Gaming 101 sessions to inform legislators new to gaming oversight issues and to update more seasoned legislators on current concerns. She recommended continuing the forum at future NCLGS meetings.

Rep. Waldman commended the quality of the general session speakers and their in-depth exploration of critical issues. He also highly praised the keynote luncheon address given by Dr. Bo Bernhard, Executive Director of the University of Las Vegas (UNLV) International Gaming Institute and recommended that we invite Dr. Bernhard back to NCLGS in the future.

Founding Father and Past President Sen. Steven Geller of Greenspoon Marder suggested that NCLGS might want to continue to look at critical issues, and perhaps reexamine and update its position on Internet gaming as well as develop more positions like the one recently taken supporting states’ rights relating to a federal internet poker initiative.

Rep. Keeley spoke highly of the meeting’s panel session on sports gaming and said that NCLGS should continue to keep this on our radar screen.

NEW BUSINESS

FUTURE SITES

The Committee discussed possible future sites for the NCLGS 2013 Summer Meeting. Legislators suggested a California site, perhaps Napa, San Diego, or San Francisco. Legislators also spoke to sites of interest from a previous survey, i.e., Boston and Newport. Ms. Nolan reported that she had researched and found the rates in Boston and Newport to be quite high, at $199/$239 on May 31 through June 2 and $199/$239 respectively. She also noted that while Napa is a great place, attendance at repeat conference sites generally trends downward.

For the NCLGS Winter 2014 meeting, legislators recommended Las Vegas, Nevada, or a location in Florida, such as Orlando or in South Florida. Other proposed sites included Chicago, Denver, Portland, Savannah, and Tampa. It was determined that the NCLGS President and Executive Director would work together ongoing to resolve future site selections.
