19 CSR 30-20.097 – Safe Patient Handling and Movement in Hospitals

Introduction

A final rule, 19 CSR 30-20.097 Safe Patient Handling and Movement in Hospitals, was published in the Missouri Code State Regulations on Oct. 30 and is effective Nov. 30. To assist hospitals with compliance with the rule, MHA has compiled the text of the rule, a brief overview of the rule and recommendations for compliance, as well as references and resources to assist with implementation. Wrenae Shabel Ph.D., R.N., of Phelps County Regional Medical Center in Rolla, MO chaired the Nursing Technical Advisory Committee, which developed the rule in response to legislative proposals. She has graciously provided additional resources to assist with implementation.

Purpose: This rule specifies the requirements for safe patient handling and movement practices in hospitals

With the recent passing of Safe Patient Handling rule in Missouri, many facilities/customers have question about how this impacts them. The following endeavors to provide some of the answers to commonly asked questions.

1.  Why was a Safe Patient Handling rule in hospitals required:

·  In 2008, there were 36,130 Occupational MSD cases in private industry where the source of the injury was a health care patient or resident related. This accounts for 11% of all MSD that resulted in at least 1 lost day.

·  Almost 98% of all these injuries resulted from patient Handling

·  99%+ of these injuries were deemed to be the result of overexertion

·  Over 12% of the nursing workforce leaves the bedside due to back injuries each year

·  The cost to train and orient a new nurse is $60,000 - $140,000

2.  What is Health Care Regulation 19 CSR 30-20.097 Safe Patient Handling and Movement in Hospitals?

·  Health Care Regulation 19 CSR 30-20.097 specifies the requirements for safe patient handling and movement practices in a hospital.

·  Hospitals will need to develop a committee responsible for implementing and monitoring safe patient handling and movement program. The program should include the following:

o  A safe patient handling policy that will achieve elimination of manual lifting, transferring and repositioning of patients.

o  Patient –handling hazard assessment

o  A process which assesses patients needs for safe patient handling and movement.

o  Safe patient handling program educational materials for patients and their families.

o  Annual evaluation of the program.

o  Evidence of changes based on the program evaluation.

o  Training for all employees in patient care handling activities.

3.  When does the change go into effect?

·  The regulation goes into effect November 30, 2011.

4.  Does the regulation require the use/implementation of Lift Teams?

·  No. Lift teams are only one possible solution to meet the requirements of the Safe Patient Handling and Movement Regulation. However, any health care worker providing adequate training and education is provided, will also meet the requirements of the Safe Patient Handling and Movement Regulation.
