16/3199 TO APPROVE THE MINUTES OF THE ANNUAL MEETING

The Minutes were approved as a correct record.

There were no matters arising from the Minutes.

16/31200 TO APPROVE THE MINUTES OF THE ORDINARY MEETING

The Minutes were approved as a correct record.

16/3201 MATTERS ARISING FROM THE MINUTES

Minute No. 16/3191b – no parking notice at the cemetery

The notice is now in place but is having very little effect in deterring vehicles from parking in the area of the church / cemetery.

Minute No. 16/3195a – trees in the river at the Horseshoe Falls

The Clerk has written to Natural Resources Wales asking that the fallen trees in the river be removed, but was informed that the matter should be addressed to The Canal and River Trust. The Clerk said that she has received an acknowledgement from TCRT of receipt of the letter sent from the Community Council.

16/3202TO ELECT A PLANNING COMMITTEE

16/ 3203 TO ELECT A FINANCE COMMITTEE

Councillors R. Cragg and R. Hughes and the Chairman were duly elected.

Proposed by Councillor Mrs M. Smith.

16/3204 TO ADOPT THE (MODEL CODE OF CONDUCT) (WALES)

ORDER 2008/788

The Council unanimously resolved to adopt the Code of Conduct as presented.

16/3205 GARAGE AT RHEWL

The Clerk reported that she had had three meetings with GHP, the Chairman having accompanied the Clerk at the third meeting, but as the Community Council does not have any Deeds of ownership the land can only be registered through the Land Registry by the Clerk signing a Formal Declaration. The cost is estimated to be approximately £300 plus to complete.

The Council agreed to proceed with this matter as advised by GHP.

16/3206 RED TELEPHONE BOXES

Funding for this project is proving to be problematic, it was therefor agreed that the Clerk finds out if the power is still connected to the boxes and also the cost of insurance before moving forward.

16/3207 PLANNING MATTERS

Planning Application 27/2016/0443 - Land adjacent to Llanarth, Llantysilio.

Variation of Condition 2 on outline planning permission Code No. 27/2008/1000/PO to extend the period for submission of the reserved Matters by 3 years.

Members agreed that there wasn’t any decision to be made regarding the above Application.

16/3208TRAFFIC CALMING MEASURES FOR LLANTYSILIO

It was agreed to invite Marc Musgrave to a meeting with the Council to discuss if there were any other option available to help to reduce speeding in this area.

16/3209 CHAIN BRIDGE

Formal Agreement with Llangollen Town Council.

Following recipe of the Council’s letter, Llangollen Town Council has asked for a meeting of the chairmen and vice chairmen to discuss this matter.

It was agreed that the representative from Llangollen be invited to the Conquering Hero Community Centre at a time to be arranged by the Clerk.

Finger Post

The Clerk reported that she had contacted Countryside Services and the finger post was ready to be put in place.

16/3210 FINANCIAL MATTERS

a)Accounts for payment

As the books have been with the Auditor the Clerk was unable to present the above but said that the only payment had been for cemetery maintenance.

b)To approve the monthly Budget as presented by the Clerk

As above

c)To approve the Internal Audit for 2015/2016

The Council resolved to approve the Internal Audit which the Chairman and Clerk duly signed. The Accounts etc. can now be forwarded to the External Auditors

BDO LLP.

d)Clerks 2016-2018 National Salary Award as set by the National Association of Local Councils and the Society of Local Council Clerks

The above was duly approved by the Council

16/3211 CEMETERY

a)Cemetery Extension

The Clerk has been unable to move forward with this project as she is having difficulty getting any response from Llantysilio Estate.

b)Cemetery Railings

The £12,000 needed to repair the railings is more that the DCC Sustainability Fund can afford but it could make a small contribution. As the railings belong to the Church, and the cost is quite high, the Council decided to investigate further possibilities before continuing.

16/3212TESCO COMMUNITY GRANT SCHEME

It was agreed to remove this item from the Agenda.

16/3213 ROADSIDE FOOTPATH FROM VALE CRUCIS ABBEY

Following the Council’s meeting with officers from DCC and County Councillors Rhys Hughes and Stuart Davies it was decided to investigate the possibility of changing the original planned route. The new proposed route would incorporate a small section of land adjacent to the Abbey Dingle Nursing Home. Officers from DCC and County Councillor Rhys Hughesintend meeting residents in the area to ascertain their views on the new proposal.

16/3214 COMMUNITY PROBLEMS

The Clerk was asked to report the poor condition of the road from Rhewl to Glyndyfrdwy to the Highways Department of DCC.

16/3215COUNCILLORS REPORT

None.

16/3216 CLERK’S REPORT

The Clerk gave a verbal report on the recently held Cluster Meeting which she had attended, along with the Chairman. The County Council’s CRM (Customer Relations Management) system is going to be updated. Notice was also given of the One Voice Wales AGM that is scheduled to be held on 22nd June in Denbigh. All town and community councils were asked to tell DCC of their resolution to adopt the Code of Conduct. As legislation states that the adoption of the Code has to be publicised it can therefore be done through the DCC website.
