Part 1 / Within moments of the explosion a 911 call is made by campus administration.
An Emergency Communications Operator located at the Columbia County Combined Communications Center answers the incoming call and begins to gather information from the caller.
The caller states an explosion has just occurred at Florida Gateway College. As the caller continues to talk, the Emergency Communications Operator senses students are panicking due to recent active shooter incidents that have occurred across the country. Within a few moments the caller drops off the phone.
Immediately after the first call is received the communications center is overwhelmed with incoming calls as panicking students begin using their cell phones to call 911, to call their parents and friends and to send text messages and post Tweets.
Briefly explain how the Columbia County Combined Communications Center will handle the massive influx of calls now being received.
Part 2 / Get the information as quickly as possible. Try to learn the location of the explosion. Injured people? Move to next call.
Management staff contact additional staff to come in. Notify Emergency Management. Dispatch units. Wait for units to provide feedback.
Pull in some of the administrative staff to handle phone calls. Can staff 7 positions at once.
If phones fail, it will roll over to Alachua. Will notify them of what's happening.

Part 2 / *Communications officers will obtain as much information as possible from each caller. *Would need to know call volume that the center would be able to handle. *Could possibly roll some calls over to the LCPD dispatch. *Communication Center has an agreement with Alachua County - could ring down to Alachua County... Supervisor of Communications will coordinate those efforts. *Could utilize back up communications that is location at the Columbia County Jail. * Could utilize admin staff to man those call lines at the jail. * There are six lines in the jail back up call center. * With 911, jail, Fire Department and lcpd this would open up a total of additional 18 lines (this is not counting Alachua County) *

Part 2 / * Initially communications would have county fire enroot, as well as county law enforcement, and life guard to respond. *Then once the first responders arrive, additional units will be requested as needed * County fire could request mutual aid through dispatch * LE will see the panic and begin to request additional LE. LE will assess situation in trying to figure out what was going on. * Fire could LC Fire if determined that HAZMAT is needed right off.

Part 1 / A cruiser from the Columbia County Sheriff’s Office is the first unit to arrive at the college. As the deputy steps out of his vehicle he observes college instructors and campus staff working to bring order to the panicky students.
Having only graduated from Florida Gateway College seven years before, the officer notices there is smoke coming from the part of the campus that houses the chemistry lab.
The deputy is able to find one of the college’s administrators and has a brief discussion. The administrator confirms the deputy’s suspicion that the explosion occurred in the chemistry lab. The administrator also advises the deputy there is a smoldering fire near the area of the explosion and that he believe there are several injured students still in the area of the chemistry lab.
Knowing that the explosion occurred in the chemistry lab and that there is a smoldering fire should the deputy try to access the scene of the explosion?

Part 3 / Describe in detail the actions that will need to be taken by the deputy at this point.
Part 4 / Call in the information to dispatch as far as what he sees. Assess of medical. Control the crowd as best as possible.

Part 4 / * Deputy will maintain contact will school administrator. * Deputy will not enter the scene. Deputy would update dispatch and supervisor of the newest information. * Deputy would request additional LE units, set up perimeter and begin to establish a command post. * Deputy will direct responding LE units to areas of need. * Fire / LE would interview the witness that saw the smoldering fire. Would need to know how many people were inside. *Once fire arrives on scene - Fire will take command.

Part 1 / Within a few minutes the Fire Department and EMS arrive at Florida Gateway College.
As several responders begin to approach the site of the explosion they begin to smell the noticeable odor of ammonia in the air.
Briefly explain the on-scene actions that will need to be taken at this point.
Part 2 / Scene should be secured by officers on site. FD and EMSwould be staged to arrive after SD and PD have secured site as much as possible.
Perimeter should be far enough back to not smell the odor.
Part 3 / Will the Columbia County Combined Communications Center be contacted to dispatch additional resources to Florida Gateway College?
Part 4 / Yes
Part 5 / If the above answer is yes. – Identify the additional response resources that will be dispatched by the communications center.
Part 6 / CCCCC will call city and regional hazmat would be dispatched.
Part 7 / Knowing the response involves an explosion in the college’s chemistry lab and that there are a number of students un-accounted for, prepare a list of other agencies and / or organizations that will need to be contacted. This is in addition to the response resources listed above.
Part 8 / Hospital, Red Cross, State Watch office, Division of Community Colleges, Local school districts to not send dual enrolled students to campus, FDLE if requested, Forestry if requested by FD.

Part 2 / * Expand perimeter around the hot zone - this would be based on wind direction - keeping in mind that we do not yet know the % of ammonia - * Evacuation - 100 feet in all directions to begin with. Depends on if day or night - in day time .10 of a mile in all directions initially. * EMS and Fire would Assess respiratory complaints * Fire is looking for injuries outside of the building. * Fire would set up command with first responding deputy and school administrator. * EMS would set up an area in the cold zone for medical staging - to triage the patients. * EMS would call in additional resources. (Currently have 7 in day and 6 at night) * Fire would locate MSDS sheets from school administration * LE, Fire would begin to consider evacuation other areas outside of school, based on wind direction * School administrators - would be advised to shut down a/c in other buildings and shelter in place. (reverse 911 and text messages to make announcement)
