SCOPE OF WORK

1.0TASK

1.1 Task Title

ACQUISITION OF A FOURIER-TRANSFORM INFRARED SPECTROMETER (FTIR) SYSTEM FOR UNDERWATER ARCHAEOLOGY LABORATORY

1.2 Definition of Need and Proposed Resolution

The Naval History & Heritage Command (NHHC)requires a Fourier-transform Infrared Spectrometer (FTIR) systemfor use by the Underwater Archaeology Branch to perform non-destructive, minimal contact analysis of archaeological collections to assist with their treatment, research and long-term preservation.

1.3 Objectives

The goal of this effort is the purchase of an FTIR systemper the details and specifications in section 2.0 for use by the NHHC Underwater Archaeology Branch.The contractor under this scope of work shall perform the work outlined in section 3.0 to accomplish task objectives.

2.0DETAILS/SPECIFICATIONS

Agilent 4300 Handheld portable FTIR Spectrometer:

-Portable FTIR Engine

-Software and Laptop for processing data

-Diamond ATR Sampling Head

-Diffuse Reflectance Sampling Head

-Grazing Angle Reflectance (82-degree angle) Sampling Head

-External Reflectance (45-degree) Sampling Head

-Germanium ATR Sampling Head

-FTIR Stages for mounting the engine

-All cables, attachments and charging equipment for components

-Two (2) extra batteries for handheld portable FTIR unit

-Installation and Setup

-Familiarization training with the Unit

The unit must be designed to operate in a “field based” handheld configuration as well as “lab based” fixed and mounted configuration.

The unit must weigh no more than 5 lbs and be able to process both solid and liquid samples.

3.0 PERFORMANCE REQUESTS

The contractor under this scope of work shall providea complete handheld FTIR system which meets the specifications under section 2.0 and arrange for items to be shipped or delivered by 30 May 2018 to the Washington Navy Yard, Building 46, N Street & Tingey Crescent Street, SE, Washington D.C., 20374.

4.0 PERFORMANCE LOCATION

Work is performed on the ground level of Building 46. The building is located at the intersection of N Street and Tingey Crescent Street, SE, Washington D.C., 20374.The main entrance is a roll-up door the equipment will be stored. There is no loading dock, so a lift gate will be required for delivery.

Contractor shall coordinate access to the Washington Navy Yard and Building 46 through Kate Morrand, NHHC Archaeological Conservator.

5.0 HOURS OF WORK

Work is accomplished during normal business hours of 0900-1630, Monday-Friday.

6.0 WARRANTY

The contractor under this scope of work shall warrant the goods of their manufacture for a minimum period of two (2) years from the date of shipment. All of the quoted goods not of the manufacture are warranted by the original manufacturer’s warranty.Should any material be found defective, not meeting specifications, or that which has not been approved in writing by the owner shall, upon discovery (including any time within the period of the guarantee), be replaced with the specified equipment or material at no additional cost to the Government.
