JOB DESCRIPTION

Job Purpose:

To supportthe current International HR team in their work with the International Division. This will include:

  1. Providing comprehensive advice and support to international managers both in the UK and overseas on all HR matters.
  2. Developing policies and guidance for use by managers and staff to ensure compliance with UK and non-UK employment law and HR best practice.
  3. Ensuring staff are fully supported by HR on both contractual and employment issues.

Key Responsibilities :

  1. Recruitment
  • To support the recruitment for the International Division; providing expert advice on recruitment related matters, supporting managers in the development of recruitment documentation, participating in selection processes and advising on pre employment matters.
  • Work closely with the relevant managers to ensure a well planned and fully resourced programme through:
  • co-ordination of the recruitment programme ensuring high quality candidates are identified within tight timescales
  • collaborating on the shortlisting, interviewing and assessment of candidates (both over the telephone and face to face)
  • ensuring that all pre-employment checks are carried out for proposed candidates
  1. HR partnership

Working with all levels of management to provide strategic support and problem solving in all areas of human resource management. This will include;

  • Providing advice and support to managers on a wide range of HR issues, including:
  • Terms and conditions of employment
  • Policies and Procedures
  • Performance management and development (from working with managers to ensure staff reviews are completed to advising on disciplinary processes and mediating grievances)
  • Working alongside the learning section to support new and developing managers through a range of methods, such as;
  • Facilitating the Managing in CAFOD course
  • Providing one to one support and coaching for line managers
  • Developing workshops and other communication tools on specific policy areas
  1. Policy development
  • Contributing to the development and improvement of innovative and flexible personnel policy and practice and undertaking research, evaluation and project work on a regular basis.
  • Leading on specific projects and policy development work that supports the agreed strategic direction.
  • Cross organisational work that shares knowledge and supports learning, in particularly working with the other HRA’s to develop and share good practice.
  1. HR advice and employee relations support
  • Ensuring CAFOD’s responsibilities to all staff are completed throughout the duration of their contract.
  • Ensuring that all staff have the appropriate information and communications regarding their terms and conditions including offer letter, contracts, secondment agreements, job descriptions etc.
  • Overseeing all HR and payroll matters for staff, dealing issues and enquiries as they arise, ensuring they are dealt with in a timely manner; this will include regular monitoring of fixed term contracts, ensures that accurate and timely information is provided to payrollincluding deductions, contract extensions and terminations, ensuring that end of contract/employment procedures are completed (de-briefing/medicals/return flights) etc.
  • Ensure that all data for staff is held accurately and securely
  • Advising and supporting staff on a range of employment issues, e.g.occupational health, flexible working options,advisory meetings for staff going on maternity etc.
  • Undertaking exit interviews
  • Individual induction meetings

The HRA will work closely with all other members of the section, particularly the HR Support officer, often providing day to day direction to his/her work.

Job Specific Competencies
Proven understanding of HR, ideally in an international context. / 
Has completed and passed the CIPD qualification or has equivalent experience to have gained comparable knowledge. / 
Ability to contribute to sound recruitment processes and decisions / 
Ability to provide advice and guidance to managers and staff on a range of HR issues at all points of the employee life cycle / 
Proficient with ICT, particularly Microsoft Office, including Word, Excel, databases, document management systems (SharePoint), email and internet. / 
TERMS & CONDITIONS OF THE JOB
Contract: / 3 month fixed term contract, may be extended by 1 or 2 months
Grade: / P
Salary: / A salary of £29,764 - £32,739 which includes five annual increments of £595. Two further increments of £595 may be available for exceptional skills and experience or responsibilities undertaken.

This post sits in Organisation Development and People Division. The division’s role is to support managers and staff, working in partnership with our diverse and global workforce of about 450 staff, about a quarter of whom are based internationally. Within the division there are two teams; Learning Development and Human Resources.

HR Department

The HR department has recently undergone a restructuringand those staff with an international remit have formed an International HR team – see organogram below. The HR Advisers each have responsibility for a different geographical area and/or section. The International HR team will work closely with staff and managers in the international division, covering humanitarian and development work in CAFOD’s countries of operation worldwide. These staff and managers are based both in the UK and overseas. This role deals with a very wide range of HR issues in many different country contexts. The team is committed to providing the best support possible to our staff in the International Division.
