BACKGROUND

The Office of the Mayor in association with the Ansonia Development Corporation has been designated by the Ansonia Board of Alderman to oversee and administer the Urban Act Grant from the State of Connecticut Department of Economic and Community Development. The grant award is $125,000.

The City of Ansonia, did solicit qualifications from engineer firm to assist with the downtown revitalization and provide other technical assistance as needed.

The firm of DeCarlo & Doll, Inc. submitted qualifications and they were review by Mayor Della Volpe, Linda Gentile Administrative Assistant to the Mayor and Joseph Maffeo Superintendent of Public Works. Based on a review of the submission DeCarlo & Doll, Inc. was selected and commission to move forward with various development plans and concepts. One of the phases was for the Upper Main Street/Kingston Drive and East Main Street improvements.

Engineer: DeCarlo & Doll, Inc. will prepare plans and specifications for review and public bidding of the proposed infrastructure improvements following City and DECD requirements. (DECD documents for bidding revised January 2005.)

The Engineer will obtain any and all permits.

The Ansonia Development Corporation will advertise the project for bid, receive bids, review bids and recommend for award subject to DECD’s concurrence. The Engineer will provide guidance and assistance through the process.

The contract when awarded will be subject to:

·  Contractor approval and acceptance

·  Bonds and payment requirements

·  Affirmative Action/EEO requirements

·  Insurance requirements

·  Wage rates and compliance

·  Any other special contract condition

·  Oversee as needed any material testing, monitor and administer as required.

Ansonia Public Works, Office of the Superintendent will be responsible for daily construction matters:

The Engineer will hold pre construction meeting with minutes:

·  Hold as necessary job meetings

·  Prepare any and all requests for payment to DECD

·  Receive payment requests from contractor, review (if acceptable) and recommend voucher for payment to city

·  Review and advise concerning any change order

·  Receive and review payroll records

·  Project close out – assist with:

o  Certificate of completion

o  Final payment

o  Release of bonds/insurance

o  Provide minutes of all meetings

o  Requisition of final grant and assist with monitoring compliance of grant condition

Engineer will provide final report to Mayor, Ansonia Development Corporation, and the Department of Economic and Community Development at the termination of the project.
