Discussion / On September 29, Anita Posey motioned to adopt these meeting minutes and Joey Merchant motioned to second the adoption of the minutes. No abstentions. None opposed.

  • Kiana - ESG Pay for Performance may need modification and will be presented to the board
ASSIGNMENT UPDATES
  • None
New Business--
  • MSHDA – Pay for Performance. If measures 5 of 8 are not met, funding will be affected allocation related to MSHDA ESG. All agencies in CoC will affect funding if measures aren’t met from 1/7/17 – 5/31/17 period who did not meet the measures.
Measures not Met
  • M1 – Percentage of Rapid Rehousing entering from street/shelter/safe haven
  • 3.917B – Prior living situation needs to be updated when clients go into RRH from shelter
  • Minimum of 65% have obtained unit (of total clients) was not met
  • Minimum of 85% of Veterans should have been discharged to permanent housing. Transitional housing/shelter outcomes are not matching up to where clients actually went (may not know if Vets received VASH voucher).
  • M5 – VISPDAT – RRH clients in longer before VISPDAT was required 14 days, 17-18 allocation is down $50k
  • The Data Committee can look at these measures quarterly and MSHDA needs to be contacted regarding procedures in Detroit to discuss fairness of measures
  • Scanning equipment ID – Take picture of client after intake, scan barcode and designate client for a particular program using ScanPoint
  • Records Services – Can run for reports in HMIS can be used for proof for Detroit ID which is accepted for check cashing, police, jobs, ect.
  • The ID can be scanned at mealtime and used for sign-in for ESP
  • Wireless or wired scanners can be used. Cost of technology has gone down
  • PATH Outreach – HMIS has removed mental health problems and receiving tx
  • SPDAT Report – SPDAT II – Ages 24 and under compare to over 25 and youth SPDAT ask different questions may not be adequately measuring situation.
